Major General Dang Hong Duc, Chief of the Office of the Ministry of Public Security, presented a report at the Conference, saying that since the Conference to review 1 year of implementing Resolution No. 12 of the Central Public Security Party Committee, the Public Security of units and localities have tried and made efforts with a proactive, urgent and determined spirit to advise the Ministry's leaders to effectively implement the goals, requirements, tasks and solutions to build the Commune and Town Public Security in the spirit of Resolution No. 12.

Notably, the work of building the Commune and Town Police continues to be focused on comprehensively promoting politics, ideology, ethics, organization, cadres, professional activities, leadership, command, assignment, decentralization and investment in funding, facilities, logistics, technology... The aspects of ensuring security and order (SOT) of the Commune and Town Police continue to have clear changes, in a more professional and comprehensive direction, contributing significantly to maintaining the stability of SOT at the grassroots level, serving the task of developing the local socio-economy, and improving the quality of life of the people.

To accelerate the building of comprehensive commune and town police, capable of solving security and order issues right from the beginning and at the grassroots level, Minister To Lam requested the heads of police units and localities to unify their leadership and direction, continue to thoroughly grasp and effectively implement the policies and directives of the Party, the State, the Central Public Security Party Committee, and the Ministry of Public Security on building commune-level police, especially implementing the key tasks identified in the Notice of the Office of the Ministry of Public Security after the Conference to review 1 year of implementing Resolution No. 12. Focus on rectifying and immediately overcoming existing problems, regularly inspecting, supervising, taking responsibility, absolutely not allowing existing problems and limitations to recur.

In addition, continue to focus on implementing the goals identified in Resolution No. 12 of the Central Public Security Party Committee according to the roadmap. Maintain the achieved goals, resolutely implement the unfinished goals in the spirit of "urgency, strictness, substance, efficiency, calculating human resource and budget arrangement" to ensure implementation according to the schedule and roadmap. Each unit and locality proactively innovates methods, thinking, approaches, regularly reviews the implementation results, focuses on inspection, monitoring, guidance, urging, thereby being resolute in action to carry out tasks and solutions to continue promoting the building of the Commune and Town Public Security to meet the requirements and tasks in the new situation in the spirit of Resolution No. 12 of the Central Public Security Party Committee.
