Resolutely prevent the act of throwing soil and rocks onto trains

According to the Hai Phong People's Committee, recently, the situation of throwing soil, rocks, and dirt onto trains at places where railway lines pass through has continued to increase, threatening the safety of trains while they are running, possibly leading to particularly serious railway traffic accidents; threatening the health and lives of passengers and staff on the train, as well as surrounding people; causing damage to property of the State and the railway industry, affecting security and general order in the locality.

Faced with this situation, the Chairman of the City People's Committee assigned the City Traffic Safety Committee to continue monitoring and urging relevant departments, branches, sectors and localities to implement the City People's Committee's instructions on strengthening the work of ensuring railway traffic safety and the relevant coordination regulations in ensuring railway traffic safety signed between the sectors. Proactively survey and evaluate the current status of ensuring traffic safety on the railway route through the city; effectively implement the content of coordinating radio broadcasting to prevent throwing rocks and dirty substances onto trains and ensuring railway traffic safety.

The District People's Committee shall preside over and coordinate with relevant departments, branches, sectors and units where railways pass through, to strengthen the direction of ensuring railway traffic safety according to the direction of the City People's Committee, contributing to ensuring traffic safety, preventing and reducing traffic accidents; focus on reviewing, researching, and proposing measures to control, narrow, and eliminate self-opened paths, encroachment on railway safety corridors and other acts that disrupt railway traffic safety according to their functions and tasks.

At the same time, promote propaganda work, innovate forms, increase duration, frequency, disseminate and guide the implementation of legal regulations on railway traffic safety to residential areas, villages, hamlets, residential groups and people. Strengthen close coordination between local authorities and functional agencies to have specific and effective measures to deter and prevent subjects from throwing soil, stones and other objects onto trains...

Request the City Police to strengthen inspection and review of cases, at the same time receive denunciations, reports, information and reflections, verify and strictly handle them according to the provisions of law; direct professional units, police of communes, wards and towns to strengthen professional measures, patrol and control on railway lines and actively coordinate with railway management units in the area to prevent, detect, promptly stop and handle cases of throwing soil and rocks at trains...

Assign the Department of Construction to review difficulties and problems related to the railway sector; advise and propose the City People's Committee to remove and resolve them, contributing to ensuring railway traffic safety as well as social order and safety. Coordinate with the Traffic Police force to handle violations of traffic safety within their authority.
