“In the spirit of “running and lining up at the same time”, there will be many tasks to be completed before June 30... The remaining time is very little, very short; if we do not resolutely take action, are not proactive and urgent, we will not be able to achieve the requirements and progress set out according to the Central Committee's direction. We must do it quickly but the quality must be high and there must be no mistakes...”, that is one of the directions of Deputy Prime Minister Nguyen Hoa Binh at the working session with the Standing Committees of the Provincial Party Committees of 3 provinces: Binh Thuan, Lam Dong, Dak Nong on the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee held on the afternoon of April 19, 2025.

Will become the largest locality in the country

According to the report at the working session, Lam Dong province has an area of ​​over 9,781 km2, a population of about 1.5 million people; has 10 district-level administrative units and 137 commune-level administrative units. Dak Nong province has an area of ​​6,509 km2, a population of over 746 thousand people; has 8 district-level administrative units; 71 commune-level administrative units, including 7 border communes adjacent to Cambodia. Binh Thuan province has an area of ​​over 7,942 km2, a population of over 1.5 million people; has 10 district-level administrative units, 121 commune-level administrative units.

On April 12, 2025, the Party Central Committee issued Resolution No. 60-NQ/TW of the 11th Central Conference, Term XIII, with major contents, specifically agreeing to the policy of organizing local government at 2 levels: Provincial level (province, centrally-run city), communal level (commune, ward, special zone). According to the spirit of Resolution 60, the 3 provinces of Binh Thuan, Lam Dong, Dak Nong will merge into one province, expected to be named Lam Dong province with the administrative - political center of the new province in Da Lat city, Lam Dong province. Lam Dong province after the merger will be the province with the largest area in the country with 24,233.1 km²; Population size is about: 3,324,400 people. The merger of three provinces into the new Lam Dong province opens up opportunities for breakthrough and sustainable development in all socio-economic aspects, improving the quality of life and affirming the strategic position of the South Central Coast - Central Highlands region.

Regarding the plan to rearrange commune-level administrative units, Lam Dong plans to rearrange to 51 new communes (including 9 wards, 42 communes), a decrease of 62.77%; keeping 2 communes unchanged. Dak Nong plans to rearrange to 28 communes (a decrease of 60.57%); keeping 2 communes unchanged. Binh Thuan plans to rearrange to 45 communes (36 communes and 8 wards, 1 Phu Quy special zone), a decrease of 62.8%.

Implementing the direction of the Central Government, recently, the Provincial Party Committees have established Steering Committees for the arrangement of provincial administrative units. The Provincial People's Committees have issued Plans to implement the arrangement and reorganization of administrative units, and to organize the collection of voters' opinions in the area. Based on the conclusion of the Provincial Party Standing Committee on the Plan for the arrangement of commune-level administrative units in the area, the Provincial People's Committees have developed a Project for the arrangement of administrative units, and at the same time organized the collection of voters' opinions in relevant administrative units...

At the meeting, leaders of the provinces of Binh Thuan, Dak Nong and Lam Dong reported to the Permanent Deputy Prime Minister Nguyen Hoa Binh on specific results achieved in the implementation of Resolution 60 of the Central Committee. At the same time, they proposed difficulties and obstacles that still exist in the process of streamlining and reorganizing the apparatus of the localities, as well as presented the aspirations of cadres and party members in the implementation of the arrangement. The three localities also proposed key tasks to focus on implementing in the coming time and the contents of coordination between the three localities in implementing the work of streamlining and reorganizing the apparatus... in the spirit of "doing it quickly but with high quality" as required by the Deputy Prime Minister.

More urgent, more drastic

Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh emphasized: The 11th meeting of the 13th Party Central Committee was a great success, deciding on many important contents, including the content on continuing to arrange and streamline agencies in the political system, arranging administrative units and organizing local governments at 2 levels; at the same time, it set out requirements for the implementation of Resolution 11 of the Central Committee related to the work of arranging and streamlining the apparatus to be carried out in the spirit of "running and lining up at the same time" because there are many tasks that must be completed before June 30, because after June 30, the amended Constitution takes effect, the district level will no longer exist, the commune level will come into operation and starting from the beginning of July, it is necessary to urgently conduct commune-level congresses.

The First Deputy Prime Minister emphasized: “The remaining time is very little, very short; therefore, localities must take drastic action. If they are not proactive and urgent, they will not be able to achieve the requirements and progress set out under the Central Government's direction. We must do it quickly but with high quality and no mistakes will occur.”

Deputy Prime Minister Nguyen Hoa Binh highly appreciated the three provinces in the past time, and welcomed the fact that the three localities have shared, united, unified, and coordinated well with each other to carry out tasks as directed. The Deputy Prime Minister also noted that during the merger process, localities must ensure regular tasks, not interrupt regular activities of state agencies, and ensure full response to people's requests in the process of handling administrative procedures. At the same time, maintain political security, social order and safety; ensure social security and welfare... At the same time, it is necessary to continue to coordinate well in directing and preparing for grassroots congresses and new provincial congresses after the merger, especially in drafting documents for the congresses. Particularly, the project on arranging administrative units at provincial and communal levels needs to be urgently developed and completed in a scientific, reasonable, feasible spirit, suitable to the practical conditions of each locality. In addition, develop a plan to arrange and perfect the organizational structure, staff, civil servants and public employees in accordance with the two-level local government organization model; re-arrange and redeploy staff, civil servants and public employees according to the roadmap. The implementation process must ensure publicity, transparency, objectivity, right person, right job, right capacity, and work efficiency.

Carry out propaganda, mobilization, and ideological work well for party members, cadres, civil servants, and public employees to clearly understand the political tasks and benefits of the arrangement and reorganization of provincial-level administrative units to create high consensus in the implementation process. Coordinate to review and evaluate the current situation, arrangement plans, and expected arrangement of cadres, civil servants, and public employees when implementing the arrangement... to ensure scientific, objective, public, and transparent nature; aiming for a cadre, civil servant, and public employee team after the arrangement of provincial-level administrative units to have quality, meet the conditions, standards, and skills to perform the work to meet the requirements and tasks in the new situation. At the same time, paying attention to the arrangement and settlement of regimes and policies for cadres, civil servants, public employees, and workers... are important tasks that must be urgently implemented by all three provinces.
