Resolutely clearing land, supporting investors to promote construction progress of Green Steel project complex

At the Xuan Thien Nam Dinh Precast Concrete Components Factory project, the entire land area has been handed over, creating favorable conditions for Xuan Thien Nghia Hung Concrete Joint Stock Company to speed up construction progress. This result has created a favorable premise for the district to continue focusing on land clearance for the two projects Xuan Thien Nghia Hung Green Steel Factory and Xuan Thien Nam Dinh Green Steel Factory No. 1 with a total area of ​​nearly 370 hectares in Nghia Hai, Nghia Thanh, Nghia Lam communes. As a result, by mid-April 2025, the area outside the Con Xanh dike (38.78 hectares) had completed clean land clearance; the area inside the dike (330.12 hectares), 129/156 lots had been handed over, 3 lots without users are being managed by the communes, the remaining 24 lots were occupied and had administrative penalty decisions and were included in the land recovery enforcement plan. The District People's Committee plans to enforce the eviction of 23 lots from April 23 to 25, 2025, with the determination to complete the land recovery before May 27. In the case of Mr. Nguyen Van Huong, due to the need to adjust the penalty decision, the enforcement will be carried out later, expected to be completed before May 15. For households that have agreed to hand over, the district commits to completing the recovery and returning the cleared land before May 27.

In order to create conditions for households that are raising fish to harvest maximum economic benefits, Nghia Hung district has proactively informed widely, sent open letters to businesses and the press to find consumption channels for nearly 90 tons of fish in the ponds that have not been handed over. At the same time, it proposed the Provincial People's Committee and departments and branches to support consumption connections, proposed Xuan Thien Group to coordinate in sharing, purchasing adopted fish, and supporting means to demolish illegal shacks to ensure that the enforcement takes place as planned, safely and effectively. Regarding land lease procedures, the Precast Concrete Factory project has been decided to be leased by the Provincial People's Committee and completed on-site handover. The two Green Steel projects have had decisions to reclaim land, but the submission of lease documents is still slow because some households have not handed over land and investors have not fully completed the documents. Nghia Hung district is actively coordinating with investors to urgently complete the documents, and soon submit them to the Provincial People's Committee to issue a decision on land allocation.

Notably, during the project implementation, Xuan Thien Group paid support for 195 lagoon lots with a total area of ​​nearly 280 hectares, with an amount of nearly 20 billion VND to support people whose land was recovered. In particular, the Group also supported 100 million VND for each household that had to relocate their houses, with a total amount of support to build new houses for 60 households, clearly demonstrating the goodwill and social responsibility of the investor, contributing significantly to creating consensus among people in the land acquisition work.

Up to now, the investor has completed 90% of the site clearance for the Xuan Thien Nam Dinh Precast Concrete Components Factory project.

 

Speed ​​up on site, remove procedural obstacles

 

A representative of Xuan Thien Group said: “In addition to working with the locality to resolve difficulties in site clearance, the Group’s member companies are mobilizing maximum resources to implement projects in Nam Dinh to ensure progress, while committing to strictly comply with legal regulations. Xuan Thien Group is also urgently completing legal procedures for the projects.”

At the Xuan Thien Nam Dinh Precast Concrete Components Factory project, the investor has completed all investment procedures and was granted a construction permit since November 2022. In the field, the project has completed 90% of the site clearance volume after receiving the second phase of land allocation (September 11, 2024). At the same time, the Group has also submitted an application for a Certificate of Land Use Rights for the area inside the dike and requested to cut the wave-breaking wall and build temporary roads to serve the construction. The recommendations are being sent to relevant departments, branches and the Provincial People's Committee to resolve and facilitate the acceleration of construction progress. With two major projects, Xuan Thien Nghia Hung Green Steel Factory and Green Steel Factory No. 1, Xuan Thien Group has completed planning procedures, environmental impact assessment and basic design. The Group is actively completing the application for land lease and construction permit, striving to start the project in June 2026, and put the first phase into operation from the fourth quarter of 2027 and 2029.

One of the key conditions for the project to succeed is the power supply infrastructure. The Group proposed that Nam Dinh province recommend the Ministry of Industry and Trade and Vietnam Electricity (EVN) to speed up the construction progress of 220-500kV power lines and transformer stations to ensure timely power supply to factories. In addition, the Group also proposed to include the 4,800MW Nam Dinh LNG power project in the 8th Power Plan for the period of 2026-2030 to create a sustainable energy foundation for the entire Ninh Co Economic Zone.

According to comrade Tran Anh Dung, member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee: The results achieved in the past time are clear evidence of the efforts of the Party Committees and authorities of Nam Dinh province in accompanying strategic investors, resolutely removing bottlenecks to create momentum for development. Authorities at all levels and functional branches continue to identify the work of site clearance and supporting investors to complete related legal procedures as not only an economic and technical task but also a political commitment, demonstrating the determination to bring major projects to completion on time, creating a driving force for sustainable development for the province's potential coastal areas. Currently and until April 30, authorities at all levels and functional branches of the province will step up propaganda and mobilize people to voluntarily hand over land, minimizing the number of cases requiring forced execution; at the same time, resolutely handle administrative violations in the field of land in accordance with regulations, ensuring the strictness of the law. The People's Committee of Nam Dinh province and related departments, branches and localities will continue to pay attention and provide timely support, thereby removing difficulties and creating favorable conditions for Xuan Thien Group to accelerate investment progress, soon put strategic projects of the Green Steel Complex of 3 projects into operation, contributing to the strong development of Ninh Co Economic Zone to become a dynamic coastal economic center, creating a strong pull, promoting the breakthrough development of the coastal economy of the Red River Delta.
