Resolutely clearing the land for Tuyen Quang - Ha Giang Expressway (phase 1)

Tuyen Quang - Ha Giang Expressway (phase 1), the section through Tuyen Quang province is a national key project. However, during the implementation process, the project encountered many difficulties, especially site clearance, affecting the construction process and progress of the project. Determined to complete the project in 2025, Tuyen Quang province has identified "bottlenecks", implemented synchronous and drastic solutions to remove obstacles, and handed over 100% of the site to contractors to carry out construction according to schedule.

According to the Report of the Provincial Traffic Works Investment Project Management Board, as of April 3, 2025, the entire route has been handed over 69.4/69.7 km, reaching 99.57%, currently 0.3 km (equivalent to 0.43%) has not been handed over. The total implementation value reached 31% of the contract value, 4% behind the contract according to the Project progress; disbursement of 4,195.2/5,634.65 billion VND of the assigned capital plan reached 74.5%, in 2025 disbursement of 60.39/1,494.75 billion VND reached 4%.

One of the “bottlenecks” in the site clearance process was identified as being related to the land of forestry companies in Ham Yen district, which has been illegally used by local people for a long time. Now, they do not agree to support the relocation but request compensation. Some households have had their plans approved but have not agreed to receive compensation; some families built houses on agricultural land and were not compensated, but still requested compensation before moving...

In addition, many resettlement areas are being completed, but households have not yet been arranged to move to the resettlement area to hand over their old residences. By the end of March 2025, Tuyen Quang province had allocated resettlement land to 408/479 households. The remaining households that have not completed land allocation are mainly concentrated in Ham Yen district because the two resettlement areas in Phu Huong village, Bach Xa commune and Bua Nghieu village, Phu Luu commune have suffered from geological subsidence.

According to the representative of Quang Sang Investment, Construction and Trading Services Company Limited, the unit in charge of constructing the Phu Huong resettlement area, Bach Xa commune, the unit has currently leveled about 90% of the land volume. However, to complete the goal of handing over land to people to build new houses as soon as possible, the unit has mobilized over 10 excavators, graders and nearly 20 cars, working continuously day and night.

According to Mr. Pham Van Huan, Chairman of Vinh Thinh 122 Construction and Investment Joint Stock Company, the contractor for package 23, section Km67+880 – Km77+00, the contractor is committed to mobilizing maximum machinery, vehicles, and human resources, taking advantage of favorable weather conditions to work day and night to speed up the progress. However, if the site is not cleared soon, it will be difficult to ensure the project's progress. At the same time, the contractor also recommended that Tuyen Quang province take more drastic measures, even protect the construction if necessary, to avoid slowing down the project's progress.

The Tuyen Quang - Ha Giang Expressway Project (phase 1), the section passing through Ham Yen district, is being constructed by the construction unit mobilizing maximum human resources and construction machinery.

In Ham Yen district, to fulfill the commitment to complete site clearance for the main route of Tuyen Quang - Ha Giang expressway (phase I) on time, in addition to speeding up the payment of compensation costs, the district also strengthens propaganda, mobilization and applies construction protection measures when necessary for some households that have not yet completed site clearance.

In Yen Son district, comrade Nguyen Huu Phuong, Chairman of Yen Son district People's Committee said: The district People's Committee and specialized units continue to strengthen dialogue work, carefully consider each content that households have opinions and do not agree on to resolve in accordance with the provisions of law. At the same time, direct specialized departments and offices to focus on proactively resolving difficulties and problems related to land, relocation of technical infrastructure, and construction for resettlement areas to ensure resettlement conditions for people.

During the inspection of the progress of the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section passing through Tuyen Quang province on April 4, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that the Tuyen Quang - Ha Giang Expressway Project is a national key project, receiving special attention from the Government and the Prime Minister. With the goal of completing the Project in 2025, the Chairman of the Provincial People's Committee requested localities and project implementing units to continue to closely coordinate with relevant agencies, resolutely and quickly resolve all problems related to site clearance, hand over 100% of the site to contractors; direct the construction of "3 shifts and 4 teams" to speed up the completion of the resettlement area, pay attention to the electricity and water system, ensure items and conditions for people to be able to build houses, and issue land use right certificates to people.

The Chairman of the Provincial People's Committee also requested that the Provincial Traffic Construction Investment Project Management Board assign leaders of the Board and staff to monitor each contractor and each package, arrange sufficient forces to perform tasks at the construction site, and ensure that construction complies with legal regulations. Contractors must mobilize sufficient machinery, equipment, and workers to speed up the project implementation progress; have solutions to compensate for the volume that is behind schedule; construction must ensure compliance with technical, aesthetic, quality, and labor safety requirements.
