Implementing the Prime Minister's direction in Official Dispatch No. 23/CD-TTg dated March 25, 2025 on accelerating measles vaccination, the Ministry of Health has actively and synchronously deployed solutions to accelerate the progress of the measles vaccination campaign.

The Ministry of Health has proactively mobilized resources to ensure adequate and timely supply of measles vaccines to provinces and cities nationwide.

Along with the 2024 and 2025 vaccination campaigns, based on local proposed needs, the Ministry of Health has issued a plan to implement the 2nd measles vaccination campaign in 2025, which will be implemented in 54 provinces and cities (except for 9 provinces and cities including Ho Chi Minh City, Hanoi, Ca Mau, Kon Tum, Long An, Soc Trang, Ben Tre, Kien Giang, Bac Lieu which are not included in the plan because they have completed the vaccination campaign from 2024/phase 1 in 2025) for children from 6 months to under 9 months old, children from 1-10 years old who have not been fully vaccinated with measles-containing vaccines as prescribed with the target of covering 95% or more.

Provinces and cities have urgently implemented activities to screen subjects, propagate and mobilize parents and guardians to take their children for vaccination, and organize flexible vaccination forms suitable to the characteristics of each region and area, including vaccination on holidays (Saturday, Sunday) or vaccination in the evening.

By the end of April 3, 53/54 localities had vaccinated 762,320/800,719 subjects, reaching 95.2% (meeting the planned target). In particular, Can Tho City, due to having completed vaccination for groups of subjects with a high rate in 2024 and early 2025, still has a small number of subjects that need vaccination and will be integrated into regular vaccination days.

40/53 provinces achieved a vaccination rate of over 95%; of which 5 provinces had the highest vaccination rates including Bac Giang (98.0%), Khanh Hoa (97.5%), Phu Yen (97.5%), Lang Son (97.4%), Tien Giang (97.3%); 12/53 provinces had a high vaccination rate of 90-95%, only Hoa Binh had a vaccination rate of less than 90% and was continuing to vaccinate children who had delayed vaccination.

During the implementation of the second phase of the 2025 measles vaccination campaign, the Ministry of Health has closely monitored the implementation progress in provinces and cities.

The Ministry also held two online meetings with 63 provinces and cities to direct and urge provinces and cities to urgently complete the vaccination campaign (March 15 and March 26, 2025) to ensure timeliness, safety, economy and efficiency.

The Ministry requested localities to end the campaign no later than March 31, 2025; report daily updates on vaccination data, vaccine usage rates, and information on the epidemic situation for timely direction.

At the same time, the Ministry of Health has issued documents directing and guiding localities to speed up the campaign implementation progress and has established 6 inspection, supervision, guidance and direction teams for epidemic prevention and control and implementation of measles vaccination campaigns in 25 provinces and cities from March 20-31, 2025.
