Resolutely speed up the progress of national target programs

The working delegation of the Provincial People's Committee inspected the implementation of the inter-commune road project from Hung Son commune (Kim Boi) to Cao Son commune (Luong Son), under the National Target Program on socio-economic development of ethnic minority and mountainous areas.

High pressure on progress

In Kim Boi district, the management and direction of the implementation of the National Target Programs are carried out consistently and synchronously from the district to the grassroots level to ensure the content and progress set out. The Steering Committee of the National Target Programs of the district works directly with the communes to grasp the actual situation and urge the acceleration of the disbursement of capital sources right from the beginning of the year. Particularly for the National Target Program for socio-economic development in ethnic minority and mountainous areas, the District People's Committee promptly issued the 2025 plan and capital allocation decisions, organized a review of the undisbursed capital sources in 2024 that are allowed to be extended to 2025 and proposed the need for career capital sources in 2025. Accordingly, the total capital allocated in 2025 is 108,509 million VND, including 51,984 million VND of capital transferred from 2024 to 2025; 56,525 million VND of planned investment capital assigned in 2025.

Comrade Bui Van Diep, Chairman of Kim Boi District People's Committee, said: Authorities at all levels, agencies and units assigned with tasks have closely followed regulations and guidelines to implement the National Target Programs in 2025. This is a key task, thoroughly grasped from the beginning of the year with the highest political determination, requiring serious, drastic, synchronous and effective implementation. In the coming time, the District People's Committee will strengthen the work of inspection and supervision of the site, urge investors, consultants and contractors to speed up the progress, and at the same time have sanctions for contractors who are behind schedule.

According to Conclusion No. 137-KL/TW, dated March 28, 2025 of the Politburo and the Secretariat on the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model, the current district-level administrative units will cease to operate from July 1, 2025, after the 2013 Constitution (amended) and the Law on Organization of Local Government 2025 (amended) come into effect. Thus, from now until the end of June 2025, the district level will have a huge workload and high pressure on the progress of completing public investment programs and projects in general, including the 2025 National Target Programs. This is a reality that requires the district-level political system and relevant agencies and units to take drastic actions to complete the set goals and tasks.

Determined to complete goals and tasks

Faced with the urgent requirement for accelerating the progress of the National Target Programs, the Provincial People's Committee has recently organized a working delegation to work with localities to grasp the situation, inspect and urge the implementation progress. Through the work, the leaders of the Provincial People's Committee requested departments, branches, sectors, People's Committees of districts and cities to focus on directing and organizing the drastic and effective implementation of the contents, programs and projects under the National Target Programs according to fields and localities, ensuring the correct progress and plan. In particular, strengthening coordination, guidance, inspection, supervision, timely reporting of implementation results to advise and propose to the Provincial People's Committee and competent agencies solutions to remove difficulties, striving to complete the goals and tasks.

This year, the important task is identified as disbursing public investment capital - including capital from national target programs. With the determination to accelerate the disbursement of capital from national target programs in 2025 and the period of 2021 - 2025, on February 24, 2025, the Provincial People's Committee issued Official Dispatch No. 275/UBND-KTTH on the implementation of national target programs in 2025 in the province. Accordingly, it requires departments, branches, People's Committees of districts and cities to focus on directing the acceleration of the disbursement of assigned capital. During the implementation process, agencies, units and localities are required to strengthen discipline, order and strictly handle investors, project management boards, organizations and individuals who intentionally slow down the progress. In particular, the Provincial People's Committee urgently directs the review and proposal to transfer capital between programs and projects to ensure compliance with regulations and in accordance with actual conditions.

Comrade Dinh Cong Su, Vice Chairman of the Provincial People's Committee emphasized: The determination to accelerate the progress and increase the disbursement rate of the National Target Programs in 2025 requires the entire political system and related units to participate synchronously, resolutely, and closely follow the directives of the Provincial People's Committee. Through on-site inspections, the working group of the Provincial People's Committee directed and urged agencies, units, and localities to strengthen coordination and effectively implement groups of solutions. In particular, investors are required to urgently review the capital absorption capacity of each program, project, and sub-project; promptly develop appropriate capital transfer plans to propose to the Provincial People's Committee.

Regarding the adjustment of capital sources to increase the disbursement rate, the direction of the Provincial People's Committee is: Departments, branches, People's Committees of districts and cities assigned capital sources in the period of 2021 - 2025 urgently review the needs, propose implementation content or propose to adjust the assigned career capital that no longer has content, objects, and implementation areas to other contents, sub-projects, and component projects that still have content, objects, and implementation areas in the same National Target Program. For development investment capital, investors review the remaining capital, no longer in need of use, synthesize and propose adjustments for works and projects that are still lacking capital or propose to arrange for other urgent works. Regarding career capital, based on the current situation and capital sources implemented in the 2021 - 2024 period, urgently review the needs and propose detailed implementation contents of each National Target Program in the 2025 plan to ensure the completion of the set tasks and goals.
