DECISION:
Article 1. Amending and supplementing a number of articles of the Regulation on Land Price List for the period 2020-2024 in Tien Giang province issued together with Decision No. 32/2020/QD-UBND dated December 21, 2020 of the People's Committee of Tien Giang province.
1. Amend and supplement Clause 1, Article 1 as follows:
“1. Scope of regulation
This regulation stipulates the Price List of land types for the period 2020-2024 in Tien Giang province.
The land price list is applied to cases as prescribed in Clause 3, Article 111 and Clause 1, Article 159 of the Land Law. "
2. Article 2 is repealed.
3. Replace the phrase "Go Cong Town" with "Go Cong City" at point a, clause 1 and point a, clause 4, Article 5.
4. Amend and supplement Point c, Clause 4, Article 5 as follows:
“c) Area 2: Includes land adjacent to remaining roads in the area bordering rural areas (between wards, towns and communes). This area is divided into 4 locations similar to rural residential land.”
5. Amend and supplement Point a, Clause 5, Article 5 as follows:
“a) Agricultural land located at the frontage of main roads in rural and urban areas is segmented as follows:
- Segment 1: Agricultural land belonging to the plot of land with frontage on main roads within the following distance:
+ Calculated from the edge of the road or the edge of the river, canal, ditch, or stream parallel to the road or clearance marker to the road boundary marker, red line marker, or
+ Calculated from the edge of the road or the edge of the river, canal, ditch, or stream parallel to the road or the clearance marker to the road boundary marker, red line marker, or protection corridor marker of the river, canal, ditch, stream, or public water line parallel to the road.
+ And from the road boundary marker, red line marker or river, canal, ditch, and stream protection corridor marker parallel to the road, return 25m.
- Subsequent segments: For plots of land with a distance longer than the specified number of meters for segment 1, for every additional 50m, 01 additional segment will be determined.”
6. Amend and supplement Point a, Clause 6, Article 5 as follows:
“a) Land located at the frontage of main roads and adjacent to rural roads with land price regulations in the Appendix issued with this Decision in urban and rural areas is specifically divided into the following segments:
- Segment 1: Residential land belonging to plots of land facing main roads, plots of land adjacent to rural roads within a distance of 25m from the edge of the road or the edge of a river, canal, ditch, or stream parallel to the road or the road boundary marker, red line boundary marker, river, canal, ditch, or stream protection corridor marker, public water line parallel to the road or the site clearance marker.
- Subsequent segments: For plots of land with a distance longer than the specified number of meters for segment 1, for every additional 50m, 01 additional segment will be determined.”
7. Amend and supplement Point b, Clause 5, Article 6 as follows:
“b) Price of agricultural land for growing perennial crops:
Area 1: Includes land at the frontage locations of national highways, National Highway 1 bypasses, connecting roads and expressway access roads, provincial roads, and district roads. Area 1 is divided into 4 locations:
- Location 1: Land located on the frontage of national highway, national highway 1 bypass, connecting road and highway access road.
- Location 2: Land located on the frontage of provincial road.
- Location 3: Land on the frontage of the district road, paved, concrete.
- Location 4: Land located on the frontage of the district road with gravel surface.
Area 2: Includes land in communes and towns south of National Highway 1 (including communes of My Long, Long Tien, Long Trung, Tam Binh, Hoi Xuan, Cam Son, Hiep Duc, Phu An, Binh Phu, Ngu Hiep, Tan Phong) and not in areas 1 and 3.
Area 3: Includes land in communes north of National Highway 1 (including communes
Thanh Loc, Phu Cuong, My Thanh Bac, My Thanh Nam, Phu Nhuan) and not in areas 1 and 2.
Areas 2 and 3 are divided into 4 locations:
- Location 1: Land adjacent to rural roads paved with asphalt, concrete, or concrete with a width of 3m or more.
- Location 2: Land adjacent to rural roads paved with asphalt, concrete, or gravel with a width of 2m or more; land adjacent to canals, ditches, or rivers managed by the province or central government.
- Location 3: Land adjacent to rural roads with a ground width of 1m or more and a surface covered with graded stone, asphalt, concrete of 0.5m or more; with a ground width of 2m or more; land adjacent to canals, ditches, ditches, and rivers managed by districts and communes.
- Position 4: Land in remaining position.”
8. Amend and supplement Point b, Clause 6, Article 6 as follows:
“b) Price of agricultural land for growing perennial crops:
Area 1: Includes land at frontage locations on provincial and district roads; land within My Phuoc town. Area 1 is divided into 5 locations:
- Location 1: Land located on the frontage of main roads in My Phuoc town.
- Location 2: Land located on the frontage of the provincial road in the communes.
- Location 3: Land located on the frontage of the district road, paved, concrete, in the communes.
- Location 4: Land located on the frontage of district roads with gravel surface; land adjacent to alleys and remaining roads within the town; land located adjacent to canals, ditches, public water lines, ditches, and rivers managed by the district and commune.
- Location 5: Land in remaining locations within My Phuoc town.
Area 2: Includes land in the communes of Tan Hoa Thanh, Phu My, Phuoc Lap, Tan Lap I, Tan Hoa Tay, excluding areas 1, 3 and 4.
Area 3: Includes land in Tan Lap II and Hung Thanh communes, not in areas 1, 2 and 4.
Area 4: Includes land in Tan Hoa Dong, Thanh My, Thanh Tan and Thanh Hoa communes, not in areas 1, 2 and 3.
Areas 2, 3 and 4 are divided into 4 locations.
- Location 1: Land adjacent to rural roads paved with asphalt, concrete, or concrete with a width of 3m or more.
- Location 2: Land adjacent to rural roads paved with asphalt, concrete, or gravel with a width of 2m or more; land adjacent to canals, ditches, or rivers managed by the province or central government.
- Location 3: Land adjacent to rural roads with a ground width of 1m or more and a surface covered with graded stone, asphalt, concrete of 0.5m or more; with a ground width of 2m or more; land adjacent to canals, ditches, ditches, and rivers managed by districts and communes.
- Location 4: Land in remaining location.
Note:
- District roads that have been paved with asphalt, concrete, or gravel are invested roads, as distinguished from district roads that have not been invested in, but only have names attached.
- Land location adjacent to district roads that have not been invested in will be considered according to technical criteria of traffic infrastructure equivalent to commune level."
9. Amend and supplement Point b, Clause 7, Article 6 as follows:
“b) Price of agricultural land for growing perennial crops:
Area 1: Includes land at the frontage locations of national highways, connecting roads and expressways, provincial roads, district roads; land within Tan Hiep town. Area 1 is divided into 5 locations.
- Location 1: Land located on the frontage of national highways, connecting roads and highway access roads; streets in town.
- Location 2: Land located on the frontage of provincial road.
- Location 3: Land on the frontage of the district road, paved, concrete.
- Location 4: Land located on the frontage of the district road with gravel surface; land adjacent to alleys and remaining roads within the town.
- Location 5: Land in remaining locations within Tan Hiep town.
Area 2: Includes land in the communes of Long An, Thanh Phu, Binh Duc, Long Hung, Duong Diem (old), Huu Dao (old), Binh Trung, Dong Hoa, Vinh Kim, Ban Long, Song Thuan, Kim Son, Phu Phong, not in areas 1 and 3.
Area 3: Includes land belonging to the remaining communes, not belonging to areas 1 and 2.
Areas 2 and 3 are divided into 4 locations.
- Location 1: Land adjacent to rural roads paved with asphalt, concrete, or concrete with a width of 3m or more.
- Location 2: Land adjacent to rural roads paved with asphalt, concrete, or gravel with a width of 2m or more; land adjacent to
Location 2: Land adjacent to rural roads paved with asphalt, concrete, or gravel with a width of 2m or more; land adjacent to canals, ditches, or rivers managed by the province or central government.

10. Amend and supplement Point b, Clause 11, Article 6 as follows:
“b) Price of agricultural land for growing perennial crops:
Area 1: Includes land at the frontage locations of provincial and district roads and roads leading to the District Administrative Center. Area 1 is divided into 4 locations.
- Location 1: Land located on the frontage road to the District Administrative Center.
- Location 2: Land located on the frontage of provincial road.
- Location 3: Land on the frontage of the district road, paved, concreted; road to the district general hospital; land on the frontage of the road to the Binh Tan - Cua Dai ferry terminal.
- Location 4: Land located on the frontage of the district road with gravel surface.
Area 2: Includes land belonging to communes in the district, excluding land plots belonging to area 1. Area 2 is divided into 4 locations.
- Location 1: Land adjacent to rural roads paved with asphalt, concrete, or concrete with a width of 3m or more.
- Location 2: Land adjacent to rural roads paved with asphalt, concrete, or gravel with a width of 2m or more; land adjacent to canals, streams, rivers, or seas managed by the province or central government.
- Location 3: Land adjacent to rural roads with a ground width of 1m or more and a surface covered with graded stone, asphalt, concrete of 0.5m or more; with a ground width of 2m or more; land adjacent to canals, ditches, ditches, and rivers managed by districts and communes.
- Location 4: Land in remaining location.
Note:

11. Amend and supplement Appendices 1, 2a, 2b, 3, 4, 5, 6, 7, 8, 9, 10a, 10b, 11 at Clauses a, point b, Clauses 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, Article 8 as follows:

12. Amend and supplement Point c of Clauses 5, 6, 7, Article 8 as follows:
“ 5. Cai Lay District
c) Land prices in other locations in areas 2 and 3:
Area 2: Includes land in communes and towns south of National Highway 1 (including communes of My Long, Long Tien, Long Trung, Tam Binh, Hoi Xuan, Cam Son, Hiep Duc, Phu An, Binh Phu, Ngu Hiep, Tan Phong) and not in areas 1 and 3.
Area 3: Includes land in communes north of National Highway 1 (including communes Thanh Loc, Phu Cuong, My Thanh Bac, My Thanh Nam, Phu Nhuan) and not in areas 1 and 2.
Areas 2 and 3 are divided into 4 locations:
- Location 1: Land adjacent to rural roads paved with asphalt, concrete, or concrete with a width of 3 m or more.

c) Land prices in other locations in areas 2, 3 and 4:
Area 2: Includes land in the communes of Tan Hoa Thanh, Phu My, Phuoc Lap, Tan Lap I, Tan Hoa Tay, excluding areas 1, 3 and 4.
Area 3: Includes land in Tan Lap II and Hung Thanh communes, not in areas 1, 2 and 4.
Area 4: Includes land in Tan Hoa Dong, Thanh My, Thanh Tan and Thanh Hoa communes, not in areas 1, 2 and 3.
Areas 2, 3 and 4 are divided into 4 locations.
- Location 1: Land adjacent to rural roads paved with asphalt, concrete, or concrete with a width of 3m or more.
- Location 2: Land adjacent to rural roads paved with asphalt, concrete, and gravel with a width of 2m or more.
- Location 3: Land adjacent to rural roads with a ground width of 1m or more and a surface covered with graded stone, asphalt, concrete of 0.5m or more; with a ground width of 2m or more.
7. Chau Thanh District
c) Land prices in other locations in areas 2 and 3:
Area 2: Includes land in the communes of Long An, Thanh Phu, Binh Duc, Long Hung, Duong Diem (old), Huu Dao (old), Binh Trung, Dong Hoa, Vinh Kim, Ban Long, Song Thuan, Kim Son, Phu Phong, not in areas 1 and 3.
Area 3: Includes land belonging to the remaining communes, not belonging to areas 1 and 2.
Area 3: Includes land belonging to the remaining communes, not belonging to areas 1 and 2.
Areas 2 and 3 are divided into 4 locations.
- Location 1: Land adjacent to rural roads paved with asphalt, concrete, or concrete with a width of 3m or more.
- Location 2: Land adjacent to rural roads paved with asphalt, concrete, and gravel with a width of 2m or more.
- Location 3: Land adjacent to rural roads with a ground width of 1 m or more and a surface covered with graded stone, asphalt, concrete with a width of 0.5 m or more; with a ground width of 2 m or more.
13. Amend and supplement Article 10 as follows:
“Article 10. Handling of specific cases
1. For land for construction of agency headquarters (land used for the purpose of constructing headquarters or offices of state agencies, political organizations, socio-political organizations); land for construction of public works (land for construction of public works in the sectors and fields of economics, culture, society, health, education and training, physical training and sports, science and technology, environment, diplomacy and other public works); land with historical - cultural relics, scenic spots; land for community activities, public entertainment areas; land used for national defense and security purposes shall be determined according to the corresponding residential land price. In case the above land types, according to the provisions of current law, are used for non-public production and business activities for non-agricultural purposes, the price of these land types shall be determined based on Clauses 1 and 2, Article 9 of this Regulation.
2. For non-agricultural land used by religious and belief establishments; land used for cemeteries; other non-agricultural land (including land for rest houses, sheds, and camps for workers in production establishments; land for building warehouses and houses to store agricultural products, pesticides, fertilizers, machinery, and tools for agricultural production; and land for building other works of land users not for business purposes and such works are not attached to residential land), the price shall be determined according to the price of non-agricultural production and business land that is not commercial service land.
3. For land of rivers, canals, alluvial plains, streams and specialized water surfaces used for aquaculture purposes, the price shall be determined according to the corresponding price of aquaculture land; for land used for agricultural research purposes, the price shall be determined according to the corresponding price of non-agricultural land.
4. For other agricultural land (including land used to build greenhouses and other types of houses for cultivation purposes, including forms of cultivation not directly on the land; construction of barns for raising livestock, poultry and other animals permitted by law; land for cultivation, animal husbandry and aquaculture for the purpose of study, research and experimentation; land for cultivating seedlings, animal breeds and land for growing flowers and ornamental plants), it is determined according to the corresponding agricultural land price; in case it corresponds to many different types of agricultural land, it is determined according to the price of the land type with the highest price.
5. After the roads are upgraded, the commercial centers, resettlement areas and projects are completed and put into use, the investors and the Project Management Board are responsible for notifying in writing to the Department of Agriculture and Environment to preside over and coordinate with relevant sectors to propose land prices and submit them to the Provincial People's Committee for decision.
6. Land in places where prices have not been determined in this Regulation, if the location and infrastructure conditions are similar to those stated in this Regulation, will be calculated at a land price equivalent to the land price specified in the attached Land Price List and according to the specific determination method in this Regulation. The Department of Agriculture and Environment shall preside over and coordinate with relevant sectors to propose land prices and submit them to the Provincial People's Committee for specific decisions on each case.
7. In case a land plot has a location with many different prices, the general rule is to apply the location with the highest price.
8. In case the land plot is adjacent to more than 01 (one) main road, the land price is determined according to the main road with the higher land price and multiplied by a coefficient of 1.20 times the highest land price for that location. In case the land plot is adjacent to other roads (main road, alley, internal road, rural road), the land segment is divided according to the length of the land plot starting from the main road with the highest land price until the price of the last segment is not lower than the highest land price of the remaining adjacent roads.
9. In case the land plot is in an alley with exits to many streets, the land price of the alley location is determined from the street with the highest total value of the land plot.
10. For alleys with different widths (wide in some places and narrow in others), the narrowest part from the street to the plot of land to be appraised will be applied.
11. In case the agricultural land plot is not adjacent to the main road and is adjacent to the frontage land plots, the price is determined to be 60% of the land price of the frontage land plot on the main road with the corresponding segments and discount rates specified in Clause 5, Article 5 of this Regulation and not lower than the agricultural land price of the remaining location (Appendix 12).
12. In case the residential land plot is not adjacent to the main road and is adjacent to the frontage land plots, the price is determined to be 25% of the land price of the frontage land plot on the main road with the corresponding segments and discount rates specified in Clause 6, Article 5 of this Regulation and not lower than the residential land price of the remaining location.
13. Land segmentation as prescribed in Clause 5 and Clause 6, Article 5 of this Regulation applies in the following cases:
a) Implement compensation and support policies when the State reclaims agricultural land and non-agricultural land in urban and rural areas.
b) Fulfill land financial obligations in land use purpose conversion, land allocation, and land lease for non-agricultural land in urban and rural areas.
14. In case the non-agricultural land plot is adjacent to the road parallel to the bridge, located on both sides of the bridge intersecting with the main road to the bridge (it is not possible to go up and down the bridge directly by means of transport), within a range of 50m from the intersection with the main road to the bridge, the land price is determined by 70% of the land price of the main road to the bridge (Appendix 13).
15. For project land (of an organization or individual household) that is only connected to one traffic route, the land price is calculated to determine the project's financial obligations based on the land price of the traffic route at the location where the project is connected. In case the project land is connected to many traffic routes, the land price is calculated to determine the project's financial obligations based on the land price of the traffic route that the project is connected to with the highest price.
16. For routes that have changed management levels according to decisions of competent authorities (commune and inter-commune roads converted to district and provincial roads; district roads converted to provincial roads; commune, district and provincial roads converted to national highways, connecting roads and expressway access roads; newly named routes in urban areas) but their current status has not changed (not yet invested in upgrading or expanding completely), residential land and agricultural land along these routes are determined according to land prices before the change of management level or before being named.
17. Agricultural land with frontage on urban roads that is the boundary between urban and rural areas shall apply unit prices according to the area and location of the urban area.
18. Principles for adjusting land price differences at border locations between communes, districts, towns and cities with relatively similar economic, social and infrastructure conditions:
- Adjust when the price difference is > 10% compared to the lower price at the border location.
- The land plot at the border location has a price equal to the average value of the two prices at the border location.
- The next plots of land on both sides from the adjacent position have prices increasing and decreasing by 10%, 20%, 30% (or equal to 10 n%, with n being the number of adjustment steps) compared to the average value of the 2 prices at the adjacent position until the price difference ratio between the 2 adjacent plots is < 10 % compared to the lower price of the adjacent position.
- This principle applies only for the purpose of implementing financial policy.
This principle only applies for the purpose of implementing land finance policy in site clearance compensation.
19. In case the land belongs to the safety corridor protecting public works of road traffic, waterways and other works (irrigation, dykes, water supply, drainage, waste treatment, electricity, oil and gas pipelines, gas pipelines, telecommunications) that are in use and recognized by law, the price of the land type according to the purpose of use at the location adjacent to the corresponding road or waterway will be used to determine the related financial obligations. The land belonging to the plot adjacent to the plot in this safety corridor has a land location determined based on the proximity to the corresponding road or waterway.
20. In case of changing the land use purpose from agricultural land to non-agricultural land for land adjacent to canals, ditches, rivers, and seas, the non-agricultural land has the same location as the agricultural land.
21. Land prices for land types with land use term in this Regulation are calculated corresponding to the land use term of 70 years.
22. Unit prices of agricultural land and residential land in this Regulation have been rounded after being determined according to coefficients of regions, areas and land locations."
Article 2: Entry into force
1. This Decision comes into force from April 7, 2025.
2. Abolish Decision No. 08/2023/QD-UBND dated May 26, 2023 of the People's Committee of Tien Giang province amending and supplementing a number of articles of the regulations on the Price List of land types for the period 2020 - 2024 in Tien Giang province issued together with Decision No. 32/2020/QD-UBND dated December 21, 2020 of the People's Committee of Tien Giang province.
3. The price list of land types for the period 2020 - 2024 in Tien Giang province issued together with Decision No. 32/2020/QD-UBND dated December 21, 2020 of the People's Committee of Tien Giang province (amended and supplemented) continues to apply until December 31, 2025 according to the provisions of Clause 1, Article 257 of the Land Law.
Attached is the Appendix of land prices on the routes.
