At the site inspection site, the leaders of Gio Linh District People's Committee and the investor's representative reported specifically on the progress, difficulties and obstacles in the process of implementing the site clearance work. Accordingly, 228.9 hectares of phase 1 have been cleared, reaching 86.28%; of which 120.77/135.56 hectares of the core area have been cleared, reaching 89.1%. Up to now, Gio Linh district has handed over 140.5 hectares to the investor, reaching 53% (of which 72.4/135.56 hectares of the core area have been handed over).

For the remaining area, Gio Linh District People's Committee is focusing on directing relevant agencies, units and localities to actively implement. Specifically, on the afternoon of December 19, compensation for land acquisition will continue to be paid to 5 households with forest land and 7 households with mausoleums and graves with a total amount of over 2.1 billion VND. For 3 households with houses in Gio Mai commune located in the take-off and landing area, after the Department of Natural Resources and Environment issued a document guiding the implementation, Gio Linh District People's Committee is approving the payment plan and temporary housing arrangement.

In Gio Quang commune, 3.98 hectares of land have completed the ownership assignment and compensation is expected to be paid in 2024. In Gio Hai commune, Gio Linh district People's Committee has directed the appraisal and approval of an additional 15.4 hectares of land and is expected to pay compensation in the near future.

Regarding the investment in the construction of resettlement areas and cemeteries, after the Provincial People's Committee issued a decision on the feasibility study report to adjust the project, Gio Linh District People's Committee directed specialized agencies to advise on project adjustment and complete the project approval dossier.

Regarding the construction of 2 schools in Gio Hai commune, Gio Linh District People's Committee has submitted to the Department of Finance to supplement the capital plan for 2024 so that the District People's Committee has enough conditions to carry out the next steps. On the other hand, Gio Linh District People's Committee is carrying out the relocation of technical infrastructure works including telecommunications infrastructure, power supply infrastructure, water supply infrastructure and N1 canal works.

The biggest difficulty and problem at present is that some households in Gio Mai commune do not agree with the plan to relocate scattered graves because the number of graves is large and there is no land to relocate. Some households in Gio Quang commune do not agree with the decision to assign forest land ownership, so the Gio Linh District People's Committee must establish a verification team to have a basis for resolution. On the other hand, according to regulations, the time to publicize the compensation, support and resettlement plan is 30 days, which has significantly affected the progress of site clearance.

The representative of Gio Linh District People's Committee proposed that the Provincial People's Committee soon allocate capital to build 2 schools in Gio Hai Commune; at the same time, request the Department of Agriculture and Rural Development and related departments and branches to issue documents guiding the district on the appraisal, approval of plans and procedures for implementing regulations on separation and use of surface land when constructing works on land converted from rice-growing land to non-agricultural purposes according to the Government's decree for the following items: resettlement; schools; cemeteries.

At the same time, promptly liquidate assets such as N1 canal and works on the canal to serve the work of handing over the site to investors; support the district in completing procedures to be able to make a plan to relocate the Ngo family church in Lam Xuan village, Gio Mai commune.

After the field inspection, Acting Chairman of the Provincial People's Committee Ha Sy Dong requested the Gio Linh District People's Committee to closely coordinate with the investor to promptly complete the site clearance work for the remaining area, especially the 14.79 ha core area; review and complete the temporary resettlement plan and speed up the construction of resettlement areas so that people can feel secure, agree, and actively coordinate with the local authorities in the process of handing over the site to implement the project.

Assign the Department of Agriculture and Rural Development to urgently develop a plan to hand over 1/2 of the irrigation land area in Gio Mai commune so that Gio Linh district can carry out the steps to relocate the Ngo family church in Gio Mai commune before December 23. At the same time, coordinate with relevant departments and branches to complete the procedures for liquidating assets such as the N1 canal and works on the canal to speed up the site clearance progress.

The Department of Transport shall continue to advise the Provincial People's Committee to propose to the Ministry of Transport to adjust a number of items, ensuring that they are consistent with the actual situation of the project. The Department of Natural Resources and Environment shall guide units and localities to complete the land lease dossier, appraise it, and submit it to the Provincial People's Committee for consideration and decision.

Acting Chairman of the Provincial People's Committee Ha Sy Dong requested agencies and units to commit to continuing to accompany and support investors in the process of implementing the Quang Tri Airport project; in which, they will promptly resolve issues arising in practice, and legitimate proposals of local authorities and people so that the site clearance work of the Quang Tri Airport project can be implemented smoothly, ensuring the right progress.
