The acting Provincial Party Secretary wants businessmen to speak frankly: Why are there only 3 investment projects in Lam Dong in 9 months?

On October 11, Lam Dong Provincial People's Committee held a conference to dialogue and honor entrepreneurs. At the conference, Lam Dong Provincial People's Committee informed that Lam Dong province's budget revenue by the end of September 2024 reached 9,666 billion VND. The whole province has 14,368 operating enterprises with a total registered capital of 174,571 billion VND.

"What do businesses criticize about Lam Dong? Please speak frankly."

Mr. Tran Hong Thai - Chairman of Lam Dong Provincial People's Committee - assessed that local enterprises have made great efforts to contribute to the development of Lam Dong.

However, Lam Dong province still recorded some limitations and shortcomings such as the number of newly established enterprises decreasing in both quantity and registered capital; the number of enterprises registering to temporarily suspend operations and dissolve increased.

Mr. Nguyen Thai Hoc - acting Secretary of Lam Dong Provincial Party Committee - raised the question: "May I ask businesses, why in the past 9 months there have only been 3 investment projects in Lam Dong province with 95 billion VND? What do people criticize about Lam Dong? We hope to hear it directly, don't be afraid of offending them."

Mr. Nguyen Dinh Son - Director of Dalat Flower Forest Company - answered frankly that it was because investment procedures were still cumbersome.

"When I ask for opinions and policies from this department, the deadline for the policy I just asked for has expired at another department, so I have to start over from the beginning," Mr. Son said.

This businessman added that there is an unreasonable point that land rent increases too quickly. In addition, the land fund seems to be abundant but is very scarce, even exhausted. Policy mechanisms change without anticipating the difficulties of businesses.

Many business representatives share Mr. Son's opinion about the unreasonableness of the current land rental price list when the land rental price has tripled in 10 years.

Mr. Tran Hong Thai said: "Thank you, businessmen, for speaking frankly. I also acknowledge that planning in Lam Dong is not consistent. This leads to departments struggling with business proposals during the investment process."

The Chairman of Lam Dong Provincial People's Committee committed that by November 15, the province will gradually remove the contents related to the planning. By the end of 2024, it will try to synchronize the planning to facilitate investors.

"For licensed projects that have encountered difficulties due to changes in mechanisms, we will review them to resolve them synchronously," Mr. Thai pledged.

Lam Dong Provincial Party Secretary Nguyen Thai Hoc acknowledged that the land fund is not exhausted, but many businesses register and then leave it there, register but do not do anything.

"The Provincial Party Committee Standing Committee sees clearly. We have directed that in the fourth quarter of 2024, we must review. Any enterprise that registers to use land but does not implement the project, wasting land, will have its land revoked," Mr. Hoc stated.

Lam Dong learns from experience in cumbersome investment procedures

Regarding the cumbersome investment procedures that businesses have raised, Mr. Nguyen Thai Hoc frankly acknowledged: "I have noted this and seriously learned from it. There will soon be instructions to remove and simplify investment procedures so that Lam Dong province can attract more projects.
