In Resolution No. 60 of the 11th Conference of the 13th Central Executive Committee, the Central Committee agreed that the number of provincial-level administrative units after the merger would be 34 provinces and cities. Including 28 provinces and 6 centrally-run cities.
One of the important goals of the reorganization of provincial administrative units is to expand development space while maximizing the potential and advantages of each locality.
Based on preliminary statistical data for 2023 from the General Statistics Office, VietNamNet has preliminarily calculated the level of change in economic scale of provinces and cities after the merger.
Ho Chi Minh City is the economic locomotive of the whole country. The scale of GRDP (total product in the area) at current prices in 2023 of Ho Chi Minh City (including GRDP of Binh Duong and Ba Ria - Vung Tau) reached over 2.5 million billion VND, about 2 times the GRDP of Hanoi , and accounted for 24% of the country's GDP.
Hanoi ranked second with GRDP reaching about 1.29 million billion VND.
Thus, Hanoi and Ho Chi Minh City are the only two localities in the country with GRDP exceeding 1 quadrillion VND in 2023.
Provinces and cities with GRDP reaching from 300,000 to 600,000 billion VND (after being combined according to the merger plan in Resolution 60) include: Hai Phong City reaching 582,976 billion VND; Dong Nai reaching 548,726 billion VND; Bac Ninh reaching nearly 401,510 billion VND; Phu Tho and Quang Ninh reaching 318,200 billion VND and 313,595 billion VND respectively.
It can be seen that with the merger of Phu Tho - Vinh Phuc - Hoa Binh, the (new) Phu Tho province has remarkable economic potential.

Provinces with GRDP under 100,000 billion VND include: Tuyen Quang, Hue City, Son La, Lang Son, Dien Bien, Lai Chau and Cao Bang. Of which, Cao Bang is the locality with the lowest GRDP in the country, reaching only approximately 22,254 billion VND.
The remaining provinces and cities all have GRDP ranging from 100,000 billion VND to less than 300,000 billion VND.

In terms of domestic budget revenue in 2023, Ho Chi Minh City continues to lead with a revenue of VND 395,110 billion. Hanoi ranks second with VND 381,449 billion.
In the top 10 provinces and cities with the highest domestic budget revenue in 2023, in addition to Ho Chi Minh City and Hanoi, there are: Hai Phong City (63,164 billion VND), Dong Nai (51,403 billion VND), Da Nang (39,862 billion VND), Quang Ninh (39,207 billion VND), Hung Yen (approximately 38,939 billion VND), Phu Tho (38,505 billion VND), Bac Ninh (nearly 37,812 billion VND) and Ninh Binh (36,609 billion VND).

In addition, in 2023, 15 provinces and cities will achieve domestic budget revenue from 10,000 to 30,000 billion VND.
Also in 2023, there will be 9 provinces with domestic budget revenue of less than 10,000 billion VND, including: Ha Tinh, Quang Tri, Ca Mau, Son La, Lang Son, Lai Chau, Dien Bien and Cao Bang. Notably, Cao Bang continues to be the locality with the lowest domestic budget revenue in the country, reaching only nearly 1,311 billion VND.
In this group, except for Quang Tri, Tuyen Quang and Ca Mau which are subject to merger, the remaining provinces are not on the list of provincial administrative unit rearrangement.

Regarding foreign direct investment (FDI ), in 2023, the country will have 9 provinces and cities with registered FDI capital reaching over 1 billion USD (according to preliminary data). Of which, Ho Chi Minh City continues to lead with over 8 billion USD, followed by Hai Phong with about 4.93 billion USD.
Khanh Hoa recorded nearly 4.08 billion USD in registered FDI capital; Hung Yen reached 3.63 billion USD; Bac Ninh reached 2.34 billion USD. Lam Dong, Nghe An and Dong Nai provinces had registered FDI capital of 1.34 billion USD, 1.33 billion USD and 1.2 billion USD respectively.
Many other localities have registered FDI capital ranging from 1 million USD to less than 1 billion USD. Some provinces have not attracted any FDI projects.
