After more than 30 years of re-establishing the province, with strong will and aspiration for development, Ninh Binh province has achieved many great achievements, rising to become a locality with the 12th highest per capita income in the country, from 2022 becoming a province with self-balancing budget and regulation of the central budget; becoming one of the 3 modern automobile mechanical industry centers of the country; a national and international tourism center; developing ecological agriculture associated with new rural construction with outstanding results. Economic growth is always associated with cultural and social development, protecting the ecological environment, attaching importance to promoting natural resources and cultural resources in the process of renewing the growth model, restructuring economic sectors, and sustainable development. Maintaining important areas for national defense and security. International integration and cooperation are increasingly extensive. Being a safe destination, creating trust for tourists and investors.

With a high spirit of determination, promoting the achievements, continuing to strive to achieve even greater results, successfully implementing the very important goals and tasks set out in the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050 that has been approved, contributing to the successful implementation of the goals of the Resolution of the 13th Party Congress, Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045..., the Provincial Planning has proposed 6 groups of solutions to gradually remove bottlenecks and unblock resources, including:

Solutions on mobilizing and using investment capital: The province focuses on mobilizing capital sources for development investment, with the motto "using public investment to lead private investment", investing with focus and emphasis on key industries and fields, creating breakthroughs, projects that create spillover momentum, promoting socio-economic development; encouraging public-private partnership (PPP) investment and other forms of investment; mobilizing investment capital to develop infrastructure and production and business projects in the area. Promoting administrative reform, improving the investment and business environment, enhancing the province's competitiveness; focusing on developing tourism , clean industry, high-tech industry, and renewable energy.

Solutions for human resource development: Have policies for training and attracting human resources, especially high-quality human resources and skilled workers; enhance socialization and connection between vocational training institutions with the labor market and enterprises. Closely link human resource development with the development and application of science and technology.

Solutions on environment, science and technology: Proactively implement science and technology policies and guidelines. Research and apply achievements of the Fourth Industrial Revolution to socio-economic development associated with production and trading of key products, aiming at export and participation in value chains. Encourage the development of digital technology enterprises that are competitive in the market.

Solutions on development linkage mechanisms and policies: Promoting the advantages of strategic location, the midpoint of the key growth quadrangle of the Northern economic region, the advantages of geographical distance from major cities (Hanoi and Hai Phong), infrastructure systems, especially transport infrastructure. Implementing regional linkages, strengthening inter-regional cooperation, improving growth quality, effectively and sustainably exploiting natural resources and tourism resources; linking new rural construction with civilized and modern urban areas.

Solutions for urban and rural development management and control: Research models and practices of modern urban and rural management and development to improve the management and enforcement capacity of the government; apply advanced methods in urban and rural management and development to ensure modern, civilized and environmentally friendly development. Develop and synchronously implement mechanisms and policies to develop central cities into modern, smart cities, leading and creating spillover effects, linking urban and rural areas.

Solutions for organizing and supervising the implementation of planning: Review, adjust, supplement and develop new master plans, district construction plans, district-level land use plans and other plans in a synchronous manner. Announce, disseminate and deploy, develop implementation plans, regularly monitor and periodically evaluate the results of planning implementation according to regulations.

Build implementation roadmap

The objectives and solutions set out in the Ninh Binh Provincial Plan are completely scientific and in line with the province's socio-economic development orientation; consistent with the Regional Plan and the National Master Plan. However, to realize the aspiration, Ninh Binh needs a systematic and scientific roadmap, in parallel with ensuring effective implementation of the strategy.

Associate Professor, Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, Member of the Prime Minister's Advisory Group, said: Ninh Binh has many advantages, especially advantages in terms of geographical location, natural resources, traditional cultural values that can be converted into real competitive advantages, development benefits, not potential advantages, comparative advantages. It cannot be denied that in recent years, Ninh Binh has had positive movements, initially promoting advantages, creating a new development trajectory, both creating a difference and reaching the world level, more clearly defining its position.

However, that result is only the beginning, only attracting some people, some businesses into the field of strength, but not creating a fundamental change in the socio-economic life of Ninh Binh. Therefore, with the goal of becoming "the growth pole of the southern provinces of the Red River Delta", Ninh Binh needs to connect with key economic zones and large projects to create a turnaround. I strongly support Ninh Binh's approach of taking tourism as the spearhead leading the economic sectors. We must know how to make it sharp "Sharp is to go first! Sharp is to lead, to create a breakthrough!" To do so, we must use "resources" intelligently and Ninh Binh must create conditions for change, attract businesses with potential and capacity to create a completely new development portrait, unusual development momentum, creating a turnaround; Continue to invest in infrastructure connecting tourist destinations and economic zones so that Ninh Binh becomes a place to converge and spread values.

In order for Ninh Binh to realize its goal of becoming a centrally-governed city with the characteristics of a Millennium Heritage City and a creative city, according to Associate Professor, Dr. Bui Quang Tuan, Director of the Vietnam Economic Institute: The development of Ninh Binh in the present and future is taking place in an international and regional context with many rapid changes, with many factors of the times and if it can be taken advantage of, Ninh Binh province will reverse the situation to break through and develop very quickly. Therefore, the development model of Ninh Binh province in the coming decades needs to focus on enhancing the ability to convert current disadvantages into advantages with a correct development strategy to break through and rise up, along with a vision to surpass and a spirit of constant innovation and creativity; between the central government's opening-up policy and facilitation mechanism that are institutionalized, integrated and converged with the flexible approach and creative application of the locality, in order to solve the problem between economic development and preserving and promoting the values and cultural identity of the ancient capital Hoa Lu.

Thus, the tasks set out in the Planning period are extremely heavy with many difficulties and challenges waiting ahead. The Provincial People's Committee continues to make efforts, with the highest determination and resoluteness in action; highly promote the spirit of self-reliance and self-improvement; strongly innovate strategic thinking and breakthrough vision to have a foundation for growth on the basis of plans approved by competent authorities. Strictly implement administrative discipline and order; promptly overcome shortcomings and limitations to strive to complete socio-economic development targets and tasks, with the goal that next year must be better and more progressive than the previous year.

According to the leaders of the Department of Planning and Investment, after the Planning was approved, the province carried out propaganda work, posting the content of the Planning on mass media so that the business community and all people know the basic and core contents of the Planning. At the same time, the Provincial People's Committee has developed an implementation plan to ensure synchronization and harmony between levels and sectors; clearly defining tasks and assigning responsibilities to each level and sector, with a roadmap and specific implementation time associated with each specific product, as a basis for leadership and direction of implementation. At the same time, the Provincial People's Committee directed departments, branches, sectors and localities to review, adjust, supplement, and establish new related plans and specify the contents of the Provincial Planning; focusing on attracting investment in projects according to the orientation of the Planning...

We believe that, with a series of tasks and solutions set out in the Provincial Planning, along with the determination of the entire political system, Ninh Binh will gradually realize the Planning, creating breakthroughs in the new development period.
