Ninh Thuan aims to mobilize maximum resources to invest in completing essential infrastructure in a synchronous, modern, multi-purpose, highly connected direction, maximizing potential and advantages, creating a driving force to promote development, especially in key sectors, fields and regions. The province prioritizes investment in transport infrastructure, seaports, irrigation, urban areas, industrial clusters, power transmission, digital information, meeting the requirements of socio -economic development associated with environmental protection, and responding to climate change. Continue to fundamentally and comprehensively innovate education and training; improve the quality of human resources to serve key and breakthrough sectors and fields.

With the viewpoint that socio-economic development must be consistent with the policies and development guidelines of the Party and the State; unified and synchronized with the goals and strategic orientations of socio-economic development of the whole country, ensuring national defense and security in the North Central and Central Coast regions until 2030; consistent with the National Environmental Protection Strategy until 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 450/QD-TTg dated. In which, rapid development is associated with innovation, application of science and technology , development of digital economy, green economy, circular economy, low-carbon economy towards zero net emissions, sustainable development to improve productivity, quality, efficiency and competitiveness of the province's economy.

Promoting the province's geographical advantage as a gateway connecting regions to promote development linkages between Ninh Thuan and the Southeast region, the southern provinces of the Central Highlands and localities in the North Central region and the Central Coast; focusing on prioritizing investment in key infrastructure towards modernity, synchronization, multi-purpose connectivity and strengthening regional linkages. Exploiting and promoting potentials, comparative advantages, differences in natural conditions, nature, revolutionary history and traditions, cultural identity; taking advantage of favorable conditions to develop energy, renewable energy, tourism, processing and manufacturing industry, high-tech agriculture, marine economy, urban economy, creating attractive products and different values ​​for socio-economic development in the period of 2021-2030, with a vision to 2050.

With the vision to 2050 "Ninh Thuan - Land of convergence of different values"; by 2050 Ninh Thuan will become a province with comprehensive, fast and sustainable development, with a diversified and prosperous economy; strongly developing the marine economy, with a modern coastal economic zone, the marine economy makes an important contribution to the province's economy, accounting for over 55% of the total provincial product, a smart, sustainable coastal urban system with its own identity, environmentally friendly, highly resilient to natural disasters, epidemics and effective adaptation to climate change, the urbanization rate reaches over 65%; a place where cultural, historical values, marine ecosystems and forests are preserved and promoted; the material and spiritual life of the people is high compared to other localities in the country, the human development index (HDI) reaches 0.8 or higher, national defense and security are firmly ensured.

Development goals by 2030 strive to make Ninh Thuan province a province with an average income in the upper middle group of the country, developing dynamically, rapidly and sustainably with marine economy and urban economy as the driving force for growth; focusing on development in the southern region of the province to create the basis for the formation of a coastal economic zone; having a synchronous socio-economic infrastructure, high resilience to natural disasters, epidemics and effective adaptation to climate change, especially water resources that need to be ensured for use, regulated and distributed reasonably to meet socio-economic development goals. Preserving and promoting the cultural values ​​of ethnic groups; improving the material and spiritual life of the people; national defense and security are firmly ensured.

In terms of economy, the average GRDP growth rate is about 10-11%/year; the average GRDP per capita is about 200 million VND, the proportion of GRDP of the industrial - construction sector is about 53-54%; the service sector is about 34-35%; the agriculture, forestry and fishery sector is about 12-13%; product tax minus product subsidies is about 2-3%, the digital economy accounts for about 30% of GRDP by 2030, the contribution of total factor productivity (TFP) to growth is about 50% and continues to maintain a level above the national average in the following years. The urbanization rate is about 55-56%; ensuring that 100% of type III and above urban areas complete urban classification criteria for urban infrastructure, especially infrastructure for health, education, training and urban-level cultural works.
