Marks of efforts of the Ministry of Industry and Trade
As we know, the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII), approved in Decision No. 500/QD-TTg dated May 15, 2023, has laid the foundation for national power development for the 2021-2030 period, with a vision to 2050. However, after more than a year of implementation, many new factors have arisen in practice, such as fuel price fluctuations, technological advances, commitments to reduce greenhouse gas emissions at COP26, and the need for socio-economic development in the new period - the era of national development, requiring adjustments to the plan to suit new realities.
Based on the assigned tasks, the Ministry of Industry and Trade has proactively implemented activities to review, research, and evaluate the current status of the national power system and power planning in each locality; at the same time, update advanced energy development trends in the world, in accordance with the current actual situation.
The process of drafting the Project to adjust the Power Plan VIII is a clear demonstration of the spirit of openness, listening and close coordination of the Ministry of Industry and Trade with ministries, branches, localities, corporations, energy corporations, leading experts and scientists in the energy sector. The Ministry has organized many conferences and meetings, collected multi-dimensional and cautious comments; the instructions of the Prime Minister, Deputy Prime Ministers... from which to filter, supplement and perfect the contents of the draft in a scientific and objective manner, ensuring feasibility.
From the Ministry's leaders to the leaders, officers and experts of the specialized departments and offices under the Ministry have worked day and night, devoted to their tasks, clearly demonstrating a high sense of responsibility for the sustainable development of the national energy sector.
The Ministry's receptive spirit has been clearly demonstrated in listening to criticism, thoroughly explaining issues and proactively proposing optimal adjustment options. These efforts in a short time by the Ministry of Industry and Trade have been highly appreciated by the Prime Minister, Deputy Prime Ministers, ministries, branches and localities.
And the good news is that on April 15, 2025, the Prime Minister issued Decision 768/QD-TTg approving the adjustment of Power Plan VIII.

Timely decisions, strategic vision
The Prime Minister's issuance of the Decision to adjust the Power Plan VIII is considered an extremely timely and strategic decision. In the context of the requirement for economic growth of 8% or more in 2025 and double digits for the following years; the increasing demand for electricity, the strong development of renewable energy and international commitments to reduce greenhouse gas emissions, having a clear power plan with a sustainable development orientation is extremely important and urgent.
This decision not only creates a solid legal framework for the implementation of power projects in the coming period, but also demonstrates the Government's proactiveness in seizing opportunities, responding to challenges and shaping the country's energy future.
With clear goals on power source structure, power grid development, application of new technology and environmental protection, the adjusted power plan VIII continues to closely follow the spirit of Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo on the orientation of Vietnam's national energy development strategy to 2030, with a vision to the coming year, in the spirit of firmly ensuring energy security through diversifying supply sources, developing domestic power sources and enhancing self-reliance; strongly promoting renewable energy and clean energy; improving the efficiency of the power system by investing in smart, modern power grids, minimizing power loss and improving the reliability of power supply. At the same time, there are policies to create a favorable environment to attract investment in the power industry.
According to many experts, the adjusted Power Plan VIII has many new and important points, demonstrating a change in thinking and development orientation of Vietnam's electricity industry, both towards openness and flexibility, and keeping up with the trend of sustainability, greenness and cleanliness.
Accordingly, priority has been given to developing renewable energy; diversifying power sources to help increase the autonomy of the electricity sector, minimizing risks when depending on a single energy source and ensuring national energy security; developing smart grids; focusing on economic efficiency and environmental protection; creating maximum conditions for economic sectors to participate in developing power sources, grids and electricity markets.
The revised Power Master Plan VIII is an important step, creating momentum for the sustainable development of Vietnam's power sector in the coming period. With timely decisions and strategic vision, Vietnam is firmly on the path of energy transition, towards a clean, safe and efficient energy future. |
