In 2025, the admission regulations will have many new points, including the Ministry of Education and Training requiring universities to strictly convert scores between admission methods to ensure fairness for candidates.
The conversion of scores with many types of certificates for admission has been implemented by many schools but has not really ensured accuracy and fairness, so many candidates with limited capacity still pass into hot majors through beneficial admission methods, while there are candidates with outstanding capacity who do not pass into those majors.
Therefore, converting scores publicly and transparently will help ensure fairness for candidates and help colleges and universities recruit candidates who are truly capable of meeting the training requirements of the school. And of course, as a rule, with standard input, the training process will be more favorable until graduation, students are guaranteed to acquire the necessary knowledge and skills to meet the requirements of the labor market.
According to Dr. Pham Thanh Ha, Head of Training Department of the University of Transport, the conversion of scores for the University of Transport is not difficult. In the process of admission by transcripts, the University of Transport has the score distribution of candidates applying to the school and based on this score distribution and scores from previous years, when considering admission, the school will compare with the admission scores of candidates applying by high school exam results. However, to make the conversion of scores from different methods more accurate, the school wants to have the score distribution of transcripts nationwide so that with that result and the high school exam results nationwide in the years, the school will have a complete source of data for comprehensive and scientific comparison.
Dr. Pham Thanh Ha also informed that the University of Transport has a plan to ensure the conversion of scores from the Ministry of Education and Training. However, in addition to waiting for instructions from the Ministry of Education and Training, the school will proactively analyze and base on the exam scores and transcripts of candidates as the basis for evaluation. With careful preparation, the school can completely meet the requirements of the Ministry of Education and Training."
According to Prof. Dr. Vu Hoang Linh, Principal of the University of Science, VNU, in recent years, many higher education institutions have had different methods and organized different capacity and thinking assessment exams, which have been welcomed by candidates because they have many opportunities to participate in the exams. However, at that time, the admission process will be quite complicated, which can lead to imbalance. Therefore, in order to balance the admission methods and be fair to candidates, the new regulations of the Ministry of Education and Training help make the admission process somewhat simpler for higher education institutions, and for candidates, it also contributes to creating fairness.
Professor Vu Hoang Linh said that the initial implementation of converting scores between admission methods may require time and statistical data to determine a reasonable conversion level. In the past, we have only focused on expanding admission methods but have not considered the correlation between admission methods. If we can do this, it will help make the exams more consistent and of better quality.
Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, assessed: The 2025 enrollment regulations of the Ministry of Education and Training are a very good and necessary breakthrough. After a few years of enrollment work, we have seen many advantages but also some disadvantages. The conversion to create fairness for candidates in all groups, groups and in the lowlands, highlands, rural and urban areas is very necessary.
Professor Hoang Anh Tuan said that among the 5 outstanding new points of this year's admission regulations, score conversion is one of the important points. This is the strong determination of the Ministry of Education and Training as a higher education institution, he supports it because with the same basic training program in high school with a common national knowledge foundation, when students participate in admission to universities, we should have a score conversion that is even and creates fairness.
Prof. Dr. Hoang Anh Tuan analyzed the superiority of score conversion: “I believe that the Ministry of Education and Training will create the necessary flexibility for universities to calculate appropriate score conversion coefficients. For example, art schools will have score conversion coefficients for subjects necessary for the art field, and the same is true for schools of Engineering Technology.”
According to Professor Hoang Anh Tuan: "This score conversion is good because it will balance studying and taking high school exams with admission methods other than high school score consideration such as admission of international certificates, foreign language certificates... Basically, it creates the necessary fairness and so parents and candidates can be completely assured about this change."
Prof. Dr. Chu Duc Trinh - Rector of VNU University of Technology acknowledged: In recent years, university admissions have not met the requirements. Many schools, especially lower-ranked schools, have poor quality of students. There is also a phenomenon of many schools sending admission letters to many candidates but the rate of candidates enrolling is very low. That proves that the admissions are not meeting the requirements and that picture creates chaos and interference in the national admissions system.
“We are now integrating, we have to affirm to the world about quality, we affirm that in the coming time we must have products made in Vietnam, we bring those products to the world, to do that the quality of human resources must be high, then recruitment is one of the important problems”.
Professor Chu Duc Trinh shared that he completely agrees with the policy of the Ministry of Education and Training to innovate the admission method through the conversion of scores. In the past, the University of Technology (VNU) has always implemented the admission method based on a number of options: The first option is based on the regulations of the Ministry of Education and Training, the second option is to use the results of VNU's University of Natural Resources, the third option is to use SAT scores... Once the candidate has entered the school, the school continues to monitor and evaluate the student in many forms throughout the 4 years of study, even when the student has graduated, the school also has an evaluation system.
During the enrollment process, Professor Chu Duc Trinh realized that the three enrollment methods used by the University of Technology are all good, however, comparing the three methods is a bit difficult because each method has a different philosophy, each score spectrum has a different nonlinearity, so when combining them, there are technical difficulties. But that is not a big problem, the schools will respond with unity. With this change, I believe that the schools can recruit good students to meet the training requirements of each industry. This is not difficult for the University of Technology because we have been doing it for many years.
According to Professor Chu Duc Trinh, there are many conversion methods that the University of Technology has implemented. With the new regulations of the Ministry of Education and Training, the University of Technology wishes to share information with other units to come up with the most reasonable method. However, this evaluation method may have differences between different majors, for example, evaluating blocks A, B, C, D... With the contributions of the schools, maybe closer to the enrollment time, there will be more scientific and accurate assessments.
