Mr. Nguyen Van Dung graduated from college with a major in Library and Information Science in May 2009.
On January 8, 2010, Mr. Dung was recruited to the secondary school, in charge of the library, receiving a salary equivalent to that of a library technician (code 17.170).
Currently, Mr. Dung receives a salary with a coefficient of 3.26 (code V.10.02.07), holding the position of Librarian Grade IV. During his employment, he participated in advanced training and graduated with a university degree in Accounting.
Mr. Dung asked: "I have a university degree in accounting, a college degree in library and information science, a B-level English certificate, a B-level computer skills certificate, and a librarian professional title certificate. Am I eligible for promotion to rank III according to Circular No. 02/2022/TT-BVHTTDL?"
In response to this issue on the Government Portal, the Ministry of Culture, Sports and Tourism stated:
Clause 2, Article 6 of Circular No. 02/2022/TT-BVHTTDL dated July 1, 2022, issued by the Minister of Culture, Sports and Tourism, stipulates the codes, professional title standards, and salary scales for civil servants in the Library sector as follows:
"Must possess a university degree or higher in Information and Library Science. In the case of a master's degree or higher in another field, a certificate of professional knowledge and skills training in Information and Library Science issued by a competent authority is required."
For specific cases, the competent authority, according to the assigned and delegated authority, shall consider and decide on the training qualification standards for Grade III Librarians in accordance with the standards and conditions for registration to be considered for promotion to higher professional titles (as stipulated in Article 33 of Decree No. 115/2020/ND-CP, amended and supplemented by Clause 17, Article 1 of Decree No. 85/2023/ND-CP).
