Regulations for promotion to level III librarian at secondary schools

Mr. Nguyen Van Dung graduated from college majoring in Library and Information in May 2009.

On January 8, 2010, Mr. Dung was recruited to the secondary school, in charge of the library, receiving a college library salary (code 17.170).

Currently, Mr. Dung receives a salary coefficient of 3.26 (code V.10.02.07), a level IV Librarian. During his working time, he participated in advanced training and graduated from university with a major in Accounting.

Mr. Dung asked: "I have a university degree in accounting, a college degree in library information, a B certificate in English, a B certificate in Information Technology, and a certificate of professional title of librarian. Am I eligible for promotion to level III according to Circular No. 02/2022/TT-BVHTTDL?".

Responding to this issue on the Government Portal, the Ministry of Culture, Sports and Tourism said:

In Clause 2, Article 6 of Circular No. 02/2022/TT-BVHTTDL dated July 1, 2022 of the Minister of Culture, Sports and Tourism stipulating codes, professional title standards and salary classification for specialized Library staff, the training qualification standards of Class III Librarians are stipulated as follows:

"Have a university degree or higher in Information - Library. In case of a master's degree or higher in another major, must have a certificate of training in knowledge and professional skills in Information - Library issued by a competent authority".

For specific cases, the competent authority, according to the assignment and decentralization, shall organize the consideration of promotion of professional titles of civil servants (according to the provisions of Article 33 of Decree No. 115/2020/ND-CP, amended and supplemented in Clause 17, Article 1 of Decree No. 85/2023/ND-CP) to consider and decide on the training standards of Class III Librarians according to the regulations on standards and conditions for registration for consideration of promotion of professional titles (according to the provisions of Article 32 of Decree No. 115/2020/ND-CP, amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023/ND-CP).
