The Ministry of National Defense has just issued Circular No. 143/2023/TT-BQP on disciplinary measures in the Vietnam People's Army.
This Circular takes effect from February 15, 2024; replaces Circular No. 16/2020/TT-BQP dated February 21, 2020 of the Minister of National Defense regulating the application of disciplinary measures, procedures, time limits, and authority to handle disciplinary actions in the Ministry of National Defense.
According to Circular No. 143, people who commit drug-related violations such as: storing, buying, selling, transporting; organizing the use, or illegally using drugs will be disciplined by having their military titles revoked and forced to quit their jobs.

For acts of gambling, organizing gambling, illegal gambling; lending at high interest rates in any form, disciplinary reprimand or warning will be imposed.
As a commander; having been disciplined but still violating; enticing others to participate; renting out gambling locations will be subject to disciplinary action ranging from salary reduction, demotion, dismissal to demotion in military rank.
Circular No. 143 also stipulates: drinking alcohol or beer during working hours or while on duty or being drunk or drinking alcohol that affects military style will be disciplined with reprimand or warning...
