The majority of National Assembly deputies agreed that the draft Law on Road Traffic Order and Safety had been carefully prepared, but many regulations clearly revealed limitations and inadequacies, failing to meet management requirements in this field.
Many opinions believe that it is necessary to separate the content of the 2008 Road Traffic Law into two laws. In order to contribute to the completion of the draft Law, delegates have made many comments and suggestions on related issues.
Concerned about the issue of prioritizing investment resources to modernize forces to ensure traffic order and safety, delegate Tran Thi Thu Phuoc, National Assembly delegation of Kon Tum province, said that the growing demand for travel and goods circulation will create more pressure on the management work of functional forces in general, including the traffic police force.
With the application of information technology advances, monitoring, detecting and handling some traffic violations of vehicle drivers such as: speeding, driving in the wrong lane, encroaching on lanes, not wearing seat belts, running red lights... can all be done entirely on the information technology system, ensuring publicity, transparency and timeliness.
Delegates proposed institutionalizing this content into the Law on Road Traffic Order and Safety, clearly stipulating the priority of investment resources, modernizing forces ensuring traffic order and safety in general and the traffic police force in particular to have a solid legal basis to carry out this task.
Regarding the prohibited acts in the draft law, delegate Le Huu Tri, National Assembly delegation of Khanh Hoa province, said that the regulation strictly prohibiting drivers from participating in traffic with alcohol concentration in their blood or breath is actually not suitable when viewed from the perspective of Vietnamese culture and living habits, both from a biological perspective and from the perspective of traffic controllers and traffic controllers, who do not have a unified view on whether or not they drank alcohol before driving.
Therefore, delegate Le Huu Tri suggested that it is necessary to carefully and thoroughly research and evaluate this regulation on the basis of meeting practical requirements and having scientific evidence to ensure feasibility.

Regarding the regulation on journey monitoring for transport business vehicles, it is necessary to ensure the condition of having a journey monitoring device to legalize the regulation of Decree No. 15 on passenger transport business vehicles, freight transport business vehicles and shuttle vehicles must install a journey monitoring device.
These devices are used to monitor driver violations, passenger violations and road traffic violations because journey monitoring data is very important data that must be transferred to the monitoring center of the competent authority in time to serve the work of ensuring traffic safety and order, preventing, promptly handling or immediately suspending acts that endanger the lives of passengers and traffic participants, serving the control and assessment of law compliance of businesses and drivers.
However, according to delegate Phuc, the scope of application is still quite broad. Specifically, Point c, Clause 1, Article 33 on traffic participation conditions stipulates that motor vehicles and specialized motorbikes participating in traffic must have a journey monitoring device, a device to collect image data of the driver, and image data to ensure safety according to regulations.
The delegate said that such a regulation can be understood as all types of vehicles, including personal vehicles, not excluding vehicles in cases with separate regulations of the Party and the State, must be equipped with journey monitoring. Therefore, the delegate suggested that it is necessary to consider the suitability and consistency.

On November 24, the National Assembly voted to pass the Law on Telecommunications (amended) with 473/468 votes in favor (equivalent to 94.74% of the total number of National Assembly deputies). The National Assembly passed the draft Law on Management and Protection of National Defense Works and Military Zones with 470/471 deputies participating in the vote in favor (accounting for 95.14%).
