At the conference, the Trade Defense Department disseminated regulations and practices on trade defense measures in the new context such as: Practice and impact of trade defense measures; legal regulations and investigations; practice of trade defense investigations conducted by Vietnam; impact of trade defense measures. According to the Trade Defense Department, the number of trade defense cases against Vietnamese export goods has increased rapidly in recent years. By the end of June 2023, Vietnamese export goods to the international market had faced 231 trade defense lawsuits. Of which, the number of anti-dumping investigations (128 cases), followed by self-defense cases (47 cases), tax avoidance investigations (33 cases) and anti-subsidy (23 cases).
In the first 6 months of 2023 alone, countries initiated 4 new trade defense lawsuits against Vietnam's export goods, including 3 anti-dumping lawsuits by the United States related to high-pressure gas sprayers, steel clothes hangers, paper shopping bags, etc. From there, it can be seen that not only products with large export turnover such as wood, tra fish, basa fish, shrimp, leather shoes, textiles, steel, etc., but also products with smaller export turnover such as honey, lawn mowers, cigarette wrappers, etc. have also been investigated for trade defense.

In addition, Vietnam's continued implementation of new-generation FTAs such as CPTPP, EVFTA, UKVFTA will help Vietnamese export goods gain important advantages in export markets, but will also increase competitive pressure in the domestic market, leading to the emergence of some acts of taking advantage of Vietnamese origin for illegal benefits...
However, according to Mr. Chu Thang Trung - Deputy Director of the Department of Trade Defense, if trade defense is applied properly, it will be a shield to protect domestic manufacturing enterprises from unfair competition from imported goods, especially in the context that normal tariff barriers will be gradually reduced according to Vietnam's commitments in the economic integration process. "Therefore, through this conference, it will support enterprises and state management agencies to be more proactive in handling and responding to foreign trade defense investigations as well as using trade defense tools permitted by law to protect the legitimate interests of enterprises," Mr. Chu Thang Trung added.
In addition, the conference discussed and answered questions about the implementation of trade defense by state management units and import-export enterprises.
