The Ministry of Education and Training has issued a circular regulating the working regime of general education teachers, including principals and vice principals. This document takes effect on April 22.

Principals and vice principals have "summer vacation"

Annual leave, including summer leave, for teachers is implemented according to the provisions of Decree 84/2020/ND-CP. Accordingly, based on the school year plan and specific conditions of each school, the principal will arrange leave time for teachers, ensuring regulations and ensuring the school year time frame.

During the summer vacation, teachers participate in training and development according to the requirements of the job position, participate in high school graduation exams, and enroll students when summoned by competent authorities. Time off for holidays, Tet and other holidays according to the provisions of the Labor Code and the Law on Social Insurance.

The new circular issued and effective by the Ministry of Education and Training further states that the summer vacation of principals and vice principals is flexibly arranged during the school year and during the summer vacation of teachers to ensure school operations. The summer vacation schedule of principals and vice principals is reported to the competent management authority.

Sharing with Tuoi Tre Online , some principals and vice principals in Hanoi said that in the past there were no clear regulations on summer vacation time for principals and vice principals, so schools were still "flexible" but always worried and uneasy.

"Hanoi has also instructed schools to flexibly arrange for the board of directors to take turns taking summer vacations, ensuring that each principal and vice principal gets a full month of summer vacation during the school year. However, this has never been clearly regulated in the previous circular of the Ministry of Education and Training, so summer vacations for school-level managers are still not legitimate.

I know that in many places, principals and vice principals do not have summer vacation, or only arrange for them to take turns taking breaks and being on duty during the week, causing school-level managers to not have enough time off for about 1-2 weeks during the summer," said a vice principal of a junior high school in Hai Ba Trung district (Hanoi).

Teachers work 42 weeks/school year

According to the new regulations, the working regime of general teachers is 42 weeks, the number of weeks for teaching educational content is 37 weeks (35 weeks for actual teaching, 2 weeks for reserve). The number of weeks for studying and improving qualifications is 3 weeks. The number of weeks for preparing for the new school year and summarizing the school year is 2 weeks.

In case of emergency or natural disaster prevention or urgent adjustment of the school year schedule, the number of weeks for teaching educational content in the general education program shall be adjusted by the competent authority.

Teaching hours/week

The circular stipulates that the teaching quota for primary school teachers is 23 periods/week, for secondary school teachers is 19 periods/week and for high school teachers is 17 periods/week.

Teachers of primary boarding schools for ethnic minorities have a teaching quota of 21 periods/week. Teachers of secondary boarding schools for ethnic minorities have 17 periods/week and teachers of high schools for ethnic minorities have 15 periods/week.

In addition to the teaching quota, teachers of ethnic minority boarding and semi-boarding schools participate in other tasks assigned by the principal.

Teachers in schools and classes for the disabled have a standard of 21 periods/week at the primary level, 17 periods/week at the secondary level and 15 periods/week at the high school level. Teachers who are in charge of the Youth Union are counted from 2-6 periods depending on the type of school and level of education. The standard of teaching periods for principals is 2 periods/week and for vice principals is 4 periods/week.

In addition, the above circular also regulates the conversion of professional activities into teaching periods, adding a number of cases that can be converted compared to the old regulations.
