The Provincial People's Committee has just issued a Decision to promulgate detailed regulations on expenditure contents and expenditure levels of the Provincial Natural Disaster Prevention and Control Fund in the province.
Accordingly, regarding expenses to support natural disaster prevention and control activities: maximum support for people when evacuating is 100,000 VND/person/day.
For those who do not receive salaries from the state budget, support of 120,000 VND/person/day is provided for forces mobilized to participate in natural disaster response; maximum support for one person/day is 2 times the average working day calculated on the basis of the regional minimum wage (according to Government regulations) for forces patrolling and inspecting to detect areas at risk of natural disasters, incidents in natural disaster prevention and control works, etc.

Regarding relief and support for overcoming the consequences of natural disasters, including: Emergency food relief (relief period not exceeding 3 months), support of 15 kg of rice/person/month; emergency relief of drinking water, medicine, books, learning tools and other urgent needs for those affected by natural disasters, the maximum support level is only 200 thousand VND/person/disaster.
For housing repair support for poor households, near-poor households, and households in difficult circumstances whose houses have collapsed, washed away, or burned completely due to natural disasters: damage over 70%, maximum support level is 40 million VND/household; damage from 30% - 70%, maximum support level is 20 million VND/household; damage under 30%, maximum support level is 5 million VND/household.
For other cases where houses are damaged by natural disasters, the maximum support level is 50% of the support level for poor households, near-poor households, and households in difficult circumstances.
For the following cases: support for repairing medical facilities, schools, houses combined with evacuation sites to prevent natural disasters; support for removing items and obstacles that cause natural disaster risks; support for handling to ensure smooth traffic for important road sections in the area that have collapsed or collapsed; support for funding to repair, handle and urgently build natural disaster prevention and control works, depending on the Fund's ability to balance, the expenditure level shall not exceed 1 - 3 billion VND/work.

For expenses to support environmental sanitation in disaster areas, maximum 10 million VND/affected commune, ward, or town; support agricultural production to restore production in areas damaged by natural disasters, implemented according to regulations in Article 5, Decree No. 02/2017/ND-CP dated January 9, 2017 of the Government on mechanisms and policies to support agricultural production to restore production in areas affected by natural disasters and epidemics.
Regarding expenses to support natural disaster prevention activities, such as support for arranging and moving people out of disaster and dangerous areas (applied to households that have to urgently relocate their houses), the maximum level is 30 million VND/household.
For other activities such as: information, communication and education on natural disaster prevention and control; support for purchasing natural disaster risk insurance for subjects participating in the commune-level natural disaster prevention and control shock force; support for natural disaster prevention and control drills at all levels; support for purchasing and investing in means and equipment for natural disaster prevention and control work..., the expenditure level is implemented according to the budget approved by competent authorities and in accordance with the Fund's balancing capacity.
In addition, the content of this decision also stipulates: management and operational costs of the Provincial Disaster Prevention and Control Fund; allocation to the People's Committees at district and commune levels to use the Fund...
The Provincial People's Committee assigns the Director of the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, branches, units and localities to organize the implementation of this decision; monitor, inspect and report to the Provincial People's Committee on the implementation results according to regulations.
This Decision takes effect from December 3, 2023 and replaces Decision No. 04/2021/QD-UBND dated January 25, 2021 of the Provincial People's Committee promulgating the Regulation on decentralization to the District People's Committee and Commune People's Committee to use revenue from the Natural Disaster Prevention and Control Fund and the management and use of the Fund to perform natural disaster prevention and control tasks.
