Air traffic controllers or air traffic instructors are responsible for supervising and guiding the provision of air traffic control services by trainees and instructors at their respective job positions.
The circular stipulates that air traffic control service providers are responsible for assigning sufficient air traffic control personnel suitable for the job positions.
Thus, the new Circular provides more detailed regulations for the positions of air traffic controller trainees. While the current regulations only require air traffic control personnel to have valid licenses and qualifications when performing their duties, air traffic control service providers must assign a sufficient number of air traffic control personnel suitable for the job positions.
In addition, the new Circular adds areas where flight safety supervisors under the Vietnam Civil Aviation Authority and airport authorities are issued supervisor cards to perform their duties.
Specifically, the responsibilities of managing the training and instruction of ANS (Air Navigation Services) personnel have been added, alongside previously defined tasks such as Air Navigation Management (AN); Air Traffic Management (ATM); Aviation Meteorology (MET); Aeronautical Information System (AIS); Civil Aviation Search and Rescue (SAR); Flight Procedures (PANS-OPS); Aeronautical Maps/Charts and data; and Navigation Surveillance Information (CNS).
