The circular clearly states that air traffic controllers must have valid licenses and qualifications when performing their duties.

Personnel participating in on-the-job training and on-the-job training (area control, approach control, airport control) must be supervised and instructed by an air traffic controller or an air traffic instructor with a valid and appropriate license and rating.

Under the new regulations, employees participating in on-the-job training and on-the-job training (area control, approach control, airport control) must be supervised and instructed by an air traffic controller or an air traffic instructor with a valid license and rating.

The air traffic controller or air traffic instructor who provides supervision, guidance and responsibility for the provision of flight operations services to trainees and training personnel at that work location.

The Circular stipulates that air traffic service providers are responsible for arranging enough air traffic staff suitable for their positions.

Thus, the new Circular has provided more detailed regulations for the positions of air traffic controller trainees. While the current regulations only require air traffic controllers to have valid licenses and qualifications when performing their duties. Air traffic service providers must arrange enough air traffic controllers suitable for the job positions.

In addition, the new Circular adds areas in which flight safety supervisors under the Civil Aviation Authority of Vietnam and airport authorities are granted supervisor cards to perform.

Specifically, the task of managing the training and coaching of ANS flight operations management staff is added, in addition to the previously specified tasks such as flight operations management (AN); air traffic management (ATM); aviation meteorology (MET); aeronautical information information (AIS); search and rescue (SAR); flight procedures (PANS-OPS); aeronautical maps and charts (MAP/CHART) and aeronautical data; surveillance navigation information (CNS).
