New regulations on management and development of industrial clusters

On the morning of April 23, the Ministry of Industry and Trade held an online conference to disseminate Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government on management and development of industrial clusters (ICs). Comrade Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade chaired the conference. At the Thai Binh bridge, Comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and leaders of a number of departments, branches and localities attended.

The conference listened to representatives of the Ministry of Industry and Trade disseminate and guide the implementation of the basic contents of Decree No. 32/2024/ND-CP on the management and development of industrial parks. With 7 chapters and 38 articles, the Decree specifically stipulates the plan for the development, establishment, and expansion of industrial parks, investment in technical infrastructure construction, investment in production and business in industrial parks, preferential policies, support for industrial park development, state management of industrial parks and implementation provisions.
According to the Ministry of Industry and Trade, this is a legal document with many new points that create strong decentralization and delegation of authority to localities to be autonomous in planning and managing the development of industrial clusters according to the principle of not increasing the apparatus, not adding administrative procedures and not incurring additional implementation costs. Decree No. 32/2024/ND-CP helps state management agencies to closely manage and plan in accordance with economic development needs, effectively promoting the industrial cluster system of localities. Industrial clusters truly create space for industrial and handicraft development for people and small and medium-sized enterprises, contributing to job creation, increasing income and implementing social security policies well, and good environmental management.
