New regulations on health insurance registration at facilities under the Ministry of National Defense

(Chinhphu.vn) - The Ministry of National Defense issued Circular 21/2025/TT-BQP regulating the classification of technical expertise; assessment and certification of the quality of medical examination and treatment facilities; registration and transfer of patients between medical examination and treatment facilities under the Ministry of National Defense.

Register for medical examination and treatment with health insurance

Circular specifically regulates the registration of medical examination and treatment under health insurance.

Register for initial medical examination and treatment under health insurance

Circular regulating initial registration for medical examination and treatment under health insurance as follows:

a) Health insurance participants of all subjects are allowed to choose one of the medical examination and treatment facilities under the Ministry of National Defense at the initial medical examination and treatment level to register for initial health insurance medical examination and treatment;

b) Non-commissioned officers, soldiers, and cryptography students who receive living allowances are allowed to register for initial health insurance examination and treatment at medical examination and treatment facilities under the Ministry of National Defense when the location of the military unit and the medical examination and treatment facility are located in the same district, town, city or province or in a border area and have the approval (in writing) of the unit commander at the regimental level or equivalent or higher;

c) Officers at the rank of lieutenant colonel or with an equivalent salary or lower are eligible to register for initial health insurance examination and treatment at basic health care facilities; in case of registration for initial health insurance examination and treatment at the specialized level, they must have the approval (in writing) of the commander of the unit at the regimental level or equivalent or higher, in accordance with the location of the unit or the place of residence of the health insurance participant;

d) Officers with the rank of lieutenant colonel or equivalent salary or higher are eligible to register for initial health insurance examination and treatment at basic and specialized medical examination and treatment facilities appropriate to the location of the military unit or the place of residence of the health insurance participant;

d) Subjects subject to health management and protection according to Instruction No. 52-HD/BTCTW dated December 2, 2005 of the Central Party Organizing Committee on adjusting and supplementing subjects for medical examination and treatment at a number of central medical facilities are registered for initial health insurance medical examination and treatment at basic and specialized medical examination and treatment facilities in accordance with the locality of the agency, unit where the health insurance participant works or resides and other regulations of the Ministry of Health ;

e) When retired military personnel register for initial health insurance examination and treatment at medical examination and treatment facilities under the Ministry of National Defense, they shall comply with Points c and d above in accordance with their military rank or equivalent salary at the time of retirement and the place of residence of the health insurance participant;

g) Officers, professional soldiers, non-commissioned officers, soldiers on active duty; foreign military students who register for initial health insurance examination and treatment at medical examination and treatment facilities under the Ministry of National Defense shall be entitled to health insurance examination and treatment at medical examination and treatment facilities under the Ministry of National Defense upon presenting their health insurance cards and referral letters from units at regimental level and above, and shall enjoy health insurance examination and treatment benefits as at the place of initial health insurance examination and treatment registration;

h) Subjects specified in Clause 5, Article 2 of this Circular (relatives of officers, professional soldiers, people working in secretarial work...) are registered for initial health insurance examination and treatment at medical examination and treatment facilities under the Ministry of National Defense near their place of residence and in accordance with the response capacity of the medical examination and treatment facility.

Change of original registration

The Circular clearly states: Health insurance participants are allowed to change the place of initial health insurance medical examination and treatment registration within the first 15 days of each quarter;

The social insurance agency shall change the place of initial health insurance examination and treatment registration of the health insurance participant on the paper health insurance card or on the health insurance card database.

Transferring patients between health insurance medical examination and treatment facilities

The transfer of patients between health insurance medical examination and treatment facilities is based on the patient's medical condition and the professional capacity of the medical examination and treatment facility; decided by the medical examination and treatment facility according to professional requirements and regulations of law on medical examination and treatment.

Transferring patients between medical examination and treatment facilities at the same level of medical examination and treatment, from primary medical examination and treatment facilities to basic medical examination and treatment facilities, from basic medical examination and treatment facilities to specialized medical examination and treatment facilities according to professional requirements and the patient's medical condition. In cases exceeding the technical expertise, the medical examination and treatment facility is responsible for promptly transferring the patient to another medical examination and treatment facility suitable for the patient's condition and the scope of professional activities of the medical examination and treatment facility to which the patient is transferred.

Transferring patients who have been treated stably from specialized or basic medical examination and treatment facilities to medical examination and treatment facilities of lower or equal technical expertise in case the medical examination and treatment facility is overloaded or for management, monitoring or continued treatment of chronic diseases according to the list of diseases prescribed by the Minister of Health, or according to the wishes of the patient, the patient's legal representative, or according to the requirements of military personnel management.

Patients are transferred to a higher level in the following cases (except in emergency cases):

a) Exceeding the treatment capacity of the adjacent level;

b) Patients are diagnosed with certain rare diseases, serious diseases, diseases requiring surgery or high technology according to the list of diseases prescribed by the Minister of Health;

c) People with chronic diseases or long-term treatment according to the list of diseases prescribed by the Minister of Health have a referral form to a medical examination and treatment facility valid for 01 year from the date of signing;

d) Other cases are decided by the unit commander from regimental level and above with the approval (in writing) of the medical examination and treatment facility where the patient is transferred.

In case of emergency, health insurance participants can go to all medical examination and treatment facilities. After the emergency treatment phase, the patient is transferred to inpatient treatment at the medical examination and treatment facility that received the emergency treatment or transferred to another medical examination and treatment facility for continued treatment according to professional requirements or transferred back to the place of initial medical examination and treatment registration after stable treatment.

This Circular takes effect from May 29, 2025.
