Article 3 of Circular 05/2025 stipulates that each teacher is not allowed to hold more than 2 concurrent positions, including professional work, Party work, mass organizations, other organizations and other job positions.
For concurrent tasks that have received remuneration or allowances, the teaching hour norm cannot be reduced or converted to teaching hours (except for concurrent tasks such as head of professional group, deputy head of professional group, head and deputy head of functional departments, Party work, trade union, youth union).

Reduce teaching hours for teachers who also hold management positions
Article 10 of Circular 05/2025 stipulates the regime of reducing teaching hours for teachers who concurrently hold Party, mass organization and other organization jobs in schools as follows:
- Teachers who are also party secretaries or party cell secretaries (where no party cell is established) in schools with 28 or more classes in regions 2 and 3, or 19 or more classes in region 1 will have their teaching hours reduced by 4 periods/week; in the remaining schools, their teaching hours will be reduced by 3 periods/week.
- Teachers who are part-time union workers must reduce their teaching hours according to Circular 08/2016, which stipulates the reduction of teaching hours for teachers and lecturers who are part-time union workers in public schools.
- Teachers who also work as Youth Union secretaries or Youth Union assistants, Youth Union advisors, and Deputy Youth Union secretaries at the school level are entitled to a reduction in teaching hours according to the provisions of Decision 13/2013 of the Prime Minister on the regime and policies for cadres of the Ho Chi Minh Communist Youth Union and the Vietnam Student Association in educational and vocational training institutions.
- Teachers who are also school board presidents and school board secretaries get 2 periods/week reduced.
- Teachers who are also heads of school inspection boards have 2 periods/week reduced.
Reduce teaching hours for teachers who also hold professional jobs
Article 9 of Circular 05/2025 stipulates the regime of reducing teaching hours for teachers who concurrently hold professional jobs as follows:
- Teaching hours in general schools are reduced to 4 hours/week.
- Homeroom teachers at college preparatory schools get 3 periods/week reduced.
- The head of a professional group or head of a subject group will have 3 periods reduced per week; the deputy head of a professional group or deputy head of a subject group will have 1 period reduced per week.
- The head of the student management team in a boarding school for ethnic minorities and a semi-boarding school for ethnic minorities will have 3 periods reduced per week; the deputy head of the student management team in a boarding school for ethnic minorities and a semi-boarding school for ethnic minorities will have 1 period reduced per week.
- Teachers who are also heads of functional departments at preparatory colleges will have 6 periods reduced per week; teachers who are also deputy heads of functional departments at preparatory colleges will have 5 periods reduced per week.
- When the school does not have equipment and laboratory staff, teachers who are also in charge of subject classrooms (except for the computer room) will have 3 periods/subject/week reduced, and those in charge of educational equipment rooms will have 3 periods/week reduced.
Some principals and teachers believe that Circular 05/2025 will be a challenge for schools in the current context of teacher shortage. However, if well prepared and systematically implemented, schools will be able to recruit enough teachers according to regulations, creating improvements in the quality of education as well as increasing teachers' satisfaction with their jobs.
The leader of the Department of Teachers and Management Staff (Ministry of Education and Training) said: "The regulation that each teacher cannot hold more than 2 concurrent tasks (including concurrent professional work, Party work, unions, other organizations and some other job positions) aims to reduce unnecessary pressure on teachers, helping teachers focus on professional work".
