The assessment of the quality of medical examination and treatment facilities from January 1, 2024 is regulated in the Law on Medical Examination and Treatment 2023 (effective from January 1, 2024). Readers are invited to refer to the article below.
Quality standards for medical examination and treatment facilities
Pursuant to Article 57 of the Law on Medical Examination and Treatment 2023, the quality standards for medical examination and treatment facilities are prescribed as follows:
(1) Quality standards are standards and requirements on management and technical expertise used as a basis for assessing the quality of technical services or of each specialty or of the entire licensed medical examination and treatment facility, including:
- Basic quality standards for medical examination and treatment facilities issued by the Ministry of Health;
- Enhanced quality standards for medical examination and treatment facilities issued by the Ministry of Health;
- Quality standards for each specialty or technical service issued by the Ministry of Health;
- Quality standards for medical examination and treatment facilities or each specialty or technical service issued by domestic or foreign organizations recognized by the Ministry of Health.
Encourage medical examination and treatment facilities to apply the following 3 quality standards.
(2) Quality standards for medical examination and treatment facilities or each specialty or technical service issued by domestic organizations or foreign organizations recognized by the Ministry of Health must be suitable to conditions in Vietnam, not lower than the basic quality standards for medical examination and treatment facilities issued by the Ministry of Health and ensure the following minimum requirements:
- Ensure scientific and effective;
- Ensure overall assessment of quality characteristics and quality components;
- Recognized by international organizations on the quality of medical examination and treatment, and applied worldwide.
Quality assessment and certification for medical facilities
Pursuant to Article 58 of the Law on Medical Examination and Treatment 2023, the assessment and certification of quality for medical examination and treatment facilities are regulated as follows:
(i) Quality assessment and certification aims at the following purposes:
- Maintain and improve the quality of operations of medical examination and treatment facilities;
- Provide information so that patients and payers can choose appropriate medical examination and treatment facilities;
- Serve as a basis for recommending handling of violations and rewards for assessment results according to basic quality standards.
(ii) Principles for assessing the quality of medical examination and treatment facilities include:
- Independent, objective, honest, public, transparent, and legal;
- Comply with the quality standards of medical examination and treatment issued or recognized by the Ministry of Health;
- Quality assessment shall only be conducted after the medical examination and treatment facility has been granted an operating license for at least 12 months;
- The quality assessment and certification agency or organization is responsible before the law for its assessment results.
(iii) Annually, medical examination and treatment facilities are responsible for self-assessing their quality according to the Basic Quality Standards for Medical Examination and Treatment Facilities issued by the Ministry of Health.
(iv) Organizations that assess and certify the quality of medical examination and treatment facilities that have been granted a certificate of registration for conformity assessment activities in accordance with the provisions of law shall conduct quality assessment upon request of the state management agency for medical examination and treatment or of the medical examination and treatment facility.
(v) Quality assessment results are made public at medical examination and treatment facilities and the Information System on management of medical examination and treatment activities.
(vi) Based on the assessment results at points (iii) and (iv), the state management agency for medical examination and treatment shall conduct an inspection of the quality assessment results for medical examination and treatment facilities under its management authority according to the principle of risk management.
