With a spirit of active and urgent work, the 37th Session of the National Assembly Standing Committee will meet for 5.5 days; during which it will review and give opinions on 11 draft laws submitted to the National Assembly at the 8th Session.

On the morning of September 12, at the National Assembly House, the National Assembly Standing Committee held its 37th session to give opinions on the contents prepared to be submitted to the National Assembly at the 8th session and to consider a number of contents under its authority.
Chairing and delivering the opening speech, National Assembly Chairman Tran Thanh Man stated that the 37th regular session took place in conditions where the northern mountainous provinces were still experiencing floods, landslides, and heavy damage.
With a spirit of active and urgent work, the National Assembly Standing Committee will meet for 5.5 days and divide into 2 sessions (session 1: September 12 and morning of September 13; session 2: from September 23 to 26), with a large volume of content, including 23 contents.
Regarding legislative work, this is the key task, spending the majority of the time of this Session, the National Assembly Standing Committee will review and comment on 11 draft laws submitted to the National Assembly at the 8th Session. Of these, 2 draft laws will be submitted to the National Assembly for comment and approval at this Session: the draft Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; the draft Law on amending and supplementing a number of articles of the Law on Health Insurance. At the same time, the National Assembly Standing Committee will review 1 Ordinance, which is the Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site.
Currently, the Government has submitted a proposal to add 3 draft laws to the 2024 Law and Ordinance Development Program, including: the draft Law on Public Investment (amended); the draft Law on amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding; the draft Law on amending and supplementing a number of articles of the Law on Securities, the Law on Accounting, the Law on Independent Auditing, the Law on State Budget, the Law on Management and Use of Public Assets, the Law on Tax Administration, and the Law on National Reserves.

The National Assembly Chairman requested the Standing Committee of the Law Committee to urgently examine proposals for drafting laws and resolutions, study them thoroughly, and report to the National Assembly Standing Committee for consideration and addition to the agenda of the 37th Session in the spirit of ensuring quality and meeting the conditions for approval.
Regarding supervision work, the National Assembly Standing Committee gave opinions on contents related to two supervision topics; reports on judicial work, annual audits and a number of other important reports.
Specifically: The National Assembly's supervision topic on "Implementation of policies and laws on real estate market management and social housing development from 2015 to 2023," the National Assembly Standing Committee's supervision topic on "Implementation of policies and laws on ensuring traffic order and safety from 2009 to 2023."
Regarding some other tasks, the National Assembly Standing Committee will summarize the 8th Extraordinary Session and give opinions on the preparation for the 8th Session of the 15th National Assembly.
Along with that, the National Assembly Standing Committee considered two draft joint resolutions between the National Assembly Standing Committee, the Government, and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the organization of meetings with voters by National Assembly deputies and People's Council deputies at all levels.
The National Assembly Standing Committee also reviewed and approved the Prime Minister's proposal on the appointment of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam and reviewed the August 2024 People's Aspirations Work Report as usual.
In addition, the National Assembly Standing Committee reviewed and commented on a number of written reports so that the editing agencies could complete and send the documents to National Assembly deputies soon.
National Assembly Chairman Tran Thanh Man said that at this session, the National Assembly Standing Committee agreed to shorten the time for presenting proposals and reports as much as possible. “Agencies are requested to report briefly and comply with the allowed time; the National Assembly Standing Committee should focus on discussing important issues, with different opinions, and contents that require comments,” the National Assembly Chairman requested.

Based on the content and agenda of the meeting, National Assembly Chairman Tran Thanh Man requested relevant agencies to thoroughly grasp the direction of General Secretary and President To Lam to "concentrate highly, remove difficulties and institutional obstacles, resolve and overcome bottlenecks" to focus on the country's socio-economic development, ensure national defense and security, especially in the current difficult situation of our country, storms, floods and natural disasters cause very heavy damage, affecting the growth rate of 2024 and the following years.
Especially meeting the requirements of digital transformation, ensuring national defense and security, reforming administrative procedures, perfecting the legal framework in tax, health, education and other important tasks. “What can be fixed immediately, we must fix to ensure the requirements for development,” the National Assembly Chairman emphasized.
Noting that the workload of the 8th Session is very large, with many important contents, the National Assembly Chairman said that the root is from the active preparation of the Government, relevant ministries and branches; the review of the Nationalities Council and the National Assembly Committees. It is the peak time, we can work day and night to solve the large workload, ensuring the correct, accurate and quality review of reports and draft laws.
The National Assembly Chairman also requested relevant agencies to ensure the composition of the meeting participants, and members of the National Assembly Standing Committee to arrange their work, focus, and devote maximum time to the meeting to ensure the highest quality./.
