
Accordingly, the National Assembly discussed the assessment of the results of the implementation of the socio-economic development plan for 2023; the projected socio-economic development plan for 2024; the mid-term assessment of the implementation of the socio-economic development plan for the 2021-2025 period; the economic restructuring plan for the 2021-2025 period; the results of the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the socio-economic recovery and development program; the Government's report on piloting a number of specific mechanisms and policies for the development of Da Nang city. The results of the review of the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 on the 5th Session of the 15th National Assembly.

During the working day, delegates discussed and debated many issues, especially those related to economic development. Delegates said that our country's economic situation has many positive signs in the middle and end of this year.
However, there are still many challenges in economic development in the coming time, low aggregate demand, credit for the economy is difficult to achieve the set plan; pressure on exchange rates, inflation, high interest rates; the ability of the economy to recover is still slow.
Faced with these difficulties, delegates said that it is necessary to use the budget deficit in the 2021-2025 period to reserve investment resources for urgent projects such as healthcare, education, and important transport projects, to increase the public investment ceiling for the new period; synchronously implement fiscal and monetary policies; remove major obstacles and barriers for businesses; prioritize solutions to stimulate domestic consumption; focus on developing the marine economy in combination with ensuring national defense and security; and soon have a legal framework for the development of renewable energy and green energy.
At the same time, in the agricultural sector, the discussion also stated that investment in agriculture is still limited, farmers face many risks; stronger solutions are needed to restructure the agricultural sector; and timely resolve issues in forest management, protection and development.

National Assembly deputies also commented that the progress of building institutions and policies to promote economic restructuring is still slow; therefore, they proposed to promote institutional reform, simplify administrative procedures; review the investment of State resources in building applications serving digital transformation; and promote the implementation of the National Digital Transformation program.
Many opinions also raised concerns and worries in the field of education. Accordingly, it is necessary to focus on solutions to ensure the quality of education in the current period; pay more attention to investing in higher education; regulate teachers' salaries at the highest level in the administrative career salary scale system;...

In addition, the delegates also suggested studying and amending the law soon, creating a legal basis to protect those who dare to think and act for the common good; improving the quality and efficiency of human resource use; focusing on attracting and promoting talents and building and developing a team of national entrepreneurs.
