The National Assembly elected the President on the first working day of the 8th Session.

Timely removal of institutional and policy obstacles

On the afternoon of October 20, the National Assembly Office held a press conference on the program of the 8th Session of the 15th National Assembly.

Mr. Vu Minh Tuan, Deputy Head of the National Assembly Office, said that the session will solemnly open on October 21 and is expected to close on the morning of November 30, in the form of a concentrated meeting at the National Assembly House, Hanoi.

The 8th session will be held in two phases: Phase 1 from October 21 to November 13; Phase 2 from November 20 to the morning of November 30, during which the National Assembly will work on 4 Saturdays. The total working time of the session is expected to be 29.5 days.

At this session, the National Assembly will spend most of its time on law-making, supreme supervision, consideration and decision on socio-economic issues and a number of other important issues.

According to the meeting agenda, the National Assembly will consider and pass 15 laws and 3 legal resolutions; review and comment on 13 draft laws; evaluate the results of the implementation of the socio-economic development plan, including a report on the damage and impact of storm No. 3 and solutions to overcome the consequences of the storm.

In addition, the session also reviewed reports on judicial work, anti-corruption, crime prevention and law violations, results of monitoring the settlement of voters' petitions, citizen reception, handling of petitions and complaints and denunciations of citizens; reviewed personnel work under its authority; reviewed and decided on the investment policy for the National Target Program on Cultural Development for the 2025-2035 period, the investment policy for the North-South High-Speed ​​Railway Project; conducted questions and answers...

Speaking at the press conference, Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that this session was held right after the great success of the 10th Central Conference, with the spirit of looking back over the past time, the whole country focused, made efforts to break through, and effectively implemented the set goals in the context of the complicated world situation.

With such urgency, this session has the largest workload since the beginning of the 15th term, with many major issues being considered and discussed, aiming to promptly remove difficulties and obstacles in terms of institutions and policies, unblock resources, and overcome bottlenecks, all for the socio-economic development of the country and to ensure the people's lives.

The National Assembly Standing Committee has worked with the Government many times, held many sessions to set out the agenda of the session, with 31 legislative tasks, 16 socio-economic tasks, more than 80 projects, and 132/154 official documents sent to National Assembly deputies.

In particular, General Secretary and President To Lam will deliver an important speech at the opening session of the 8th Session.

The Central Committee introduces personnel, the National Assembly carries out the process of electing the President tomorrow.

At the press conference, representatives of National Assembly agencies also answered questions from reporters and news agency representatives about contents related to the program of the 8th Session.

Regarding the investment policy for the North-South high-speed railway project, Mr. Phan Duc Hieu, Standing Member of the National Assembly's Economic Committee, said that the Government had just submitted it to the National Assembly yesterday. Determining that this is an important issue, the Economic Committee will coordinate with the National Assembly agencies to examine it carefully and seriously.

Regarding personnel work, Ms. Nguyen Thanh Hai, Head of the Delegation Affairs Committee of the National Assembly Standing Committee, said that tomorrow morning (October 21), in the preparatory session, the National Assembly will consider and approve the program of the 8th Session, including personnel work.

Accordingly, it is expected that on the first day of the session, the National Assembly will conduct the personnel process to elect the President for the 2021-2026 term in accordance with the provisions of the Constitution and laws.

The Head of the Delegation Affairs Committee emphasized that the personnel work for the President is carried out according to the principle of Party nomination and people's election. Previously, at the 10th Central Conference, the Central Committee voted unanimously to introduce qualified personnel and will submit them to the National Assembly for election to the position of President for the 2021-2026 term to concretize the Party's regulations.

"Regarding personnel work under its authority, the National Assembly will follow the provisions of the law. The program has arranged time to carry out personnel work under the authority of the National Assembly," Ms. Hai stated.
