The National Assembly passed a Resolution on questioning activities at the 5th Session.

On the afternoon of June 24, at the National Assembly House, with 475/478 National Assembly deputies participating in the vote, the National Assembly passed the Resolution on questioning activities at the 5th Session, 15th National Assembly.

Presenting the Report on receiving, explaining and revising the draft Resolution on questioning activities at the 5th Session, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that on June 18, 2023, the draft Resolution on questioning activities at the 5th Session of the 15th National Assembly was sent to National Assembly deputies for comments. The National Assembly Standing Committee received comments from 418 National Assembly deputies, 368 deputies fully agreed with the draft Resolution, 50 deputies basically agreed and had comments on some specific contents.

Regarding the field of labor, war invalids and social affairs, there are opinions that vocational training and cultural teaching to grant both degrees to learners can only be implemented after amending the Law on Vocational Education and the Law on Education, therefore, it is necessary to re-express appropriately to avoid problems in implementation. The Standing Committee of the National Assembly finds that the opinions of the National Assembly deputies are correct, and would like to accept and adjust the related contents in the draft Resolution.

Regarding the proposal to study and propose policies to support workers and employees affected by job loss, work layoffs, and difficult circumstances to ensure their livelihoods. The National Assembly Standing Committee would like to report as follows: The draft Resolution requires the Government to "Monitor and collect complete, accurate, and timely statistics on the developments of the economy and the labor market to proactively provide timely support solutions, ensure social security, and reduce difficulties for workers and employers" which includes the opinions of the delegates. Therefore, please keep the draft Resolution as it is - Mr. Bui Van Cuong said.

There is a proposal not to stipulate targets and implementation deadlines for participation in social insurance and unemployment insurance because they have been stipulated in Resolution No. 28-NQ/TW dated May 23, 2018 of the Central Executive Committee on reforming social insurance policies. The Standing Committee of the National Assembly finds that the targets and deadlines stated in the draft Resolution have been studied and supplemented in accordance with the Central Resolution, practical requirements and are the basis for implementation and supervision by the National Assembly. Therefore, please keep the draft Resolution.

Regarding the proposal to supplement the draft law on ethnic affairs. The Standing Committee of the National Assembly stated: Currently, ethnic policies have been regulated quite fully and synchronously, the National Target Program on socio-economic development of ethnic minority and mountainous areas has also been decided and actively implemented by the National Assembly. Based on the summary and assessment of the regulations on ethnic affairs, based on the situation and requirements of practice, the issue of drafting a draft law on ethnic affairs will be considered at the appropriate time.

Regarding the transport sector, there are opinions suggesting not to stipulate the content of "researching and amending legal regulations to adjust vehicle inspection service prices, ensuring fair competition and compliance with market rules" because vehicle inspection service prices have been specifically regulated in the draft Law on Prices submitted to the National Assembly for approval on June 19, 2023. There are opinions suggesting to add the content of "piloting the urban development model associated with public transport (TOD)".

Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong stated that the National Assembly Standing Committee would like to accept and not stipulate the content on adjusting vehicle inspection service prices in paragraph 3, item 2.4 of the draft Resolution; and add the content of "piloting the urban development model associated with public transport (TOD)" in paragraph 4, item 2.4 of the draft Resolution.

There are suggestions to add solutions to reduce management costs, reduce ticket prices, and strictly control Vietnam Airlines' operations; conduct a comprehensive inspection of Vietnam Airlines' business operations, ensuring transparency in business and service results. There are suggestions to add the content "Effectively implement Resolution No. 73/2022/QH15 on piloting the auction of car license plates".

The Standing Committee of the National Assembly found that these contents are not included in the group of issues for questioning at the 5th Session; at the questioning session, the National Assembly deputies also did not raise issues related to Vietnam Airlines; on the other hand, the auction of car license plates is not directly related to the content of ensuring road traffic safety and order. Therefore, the Standing Committee of the National Assembly requests not to add the above content to the draft Resolution. In addition, there are some specific comments on the technical aspects of the document, the Standing Committee of the National Assembly has studied, accepted and adjusted as in the draft Resolution.
