
Accordingly, the National Assembly listened to the submissions and appraisal reports on the draft Resolution on a number of specific mechanisms and policies to implement national target programs; Supplementing the Medium-Term Public Investment Plan of the Central Budget for the 2021-2025 period from the general reserve source corresponding to the increased revenue of the Central Budget in 2022 for public investment tasks and projects and supplementing the Medium-Term Public Investment Plan for Vietnam Electricity Group from the reserve source of the Medium-Term Public Investment Plan.
After listening to the presentations and reports, the National Assembly discussed in groups. The National Assembly delegation of Nghe An province discussed in Group 3 with the National Assembly delegations of Bac Kan and Quang Ngai provinces.

Regarding the draft Resolution on a number of specific mechanisms and policies to implement national target programs, delegates agreed on the necessity of issuing a resolution to speed up disbursement progress and improve the effectiveness of implementing national target programs; at the same time, they exchanged a number of opinions on the contents of the draft resolution.
Regarding regulations on adjusting the State budget estimates and adjusting the annual capital investment plan, delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee proposed clearer regulations for localities during the implementation process.

Specifically, regarding the authority to adjust the 2024 public investment capital plan and the plans of previous years transferred to 2024 of the national target programs, it is proposed to consider assigning the Provincial People's Council the authority to adjust the plan that changes the total capital of the national target programs; at the same time, consider the authority for the People's Committees at the provincial and district levels according to decentralization in the case of adjusting projects that do not change the total capital to implement the assigned national target programs.
Delegate Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An Province, commented that the issuance of this resolution is necessary and requires practical supervision.

Regarding the specific mechanisms and policies in implementing the national target program; delegate Thai Thi An Chung agreed to assign the Provincial People's Council to decide on the allocation of the annual central budget regular expenditure estimates of each national target program in detail to the component projects. "If necessary, the Provincial People's Council decides to delegate to the District People's Council to decide on the detailed allocation to each component project of the national target program.
However, the delegate said that if decentralization has been expanded, additional regulations should be added to authorize the provincial People's Committee to allocate details in each component project.
Regarding the promulgation of regulations on procedures, criteria, and sample documents for selecting production development projects, delegate Thai Thi An Chung said: In the Government's impact assessment report, up to now, 44/52 localities have had resolutions, while 8 localities have not yet issued them.
Therefore, for localities that have had resolutions of the Provincial People's Council on this content, the delegate of Nghe An delegation proposed to allow the Provincial People's Council to apply the shortened procedure when amending and supplementing the procedural regulations, to ensure faster progress.
However, in the long term, delegates suggested that it would be more reasonable to study and amend the Law on Promulgation of Legal Documents in the direction of assigning the People's Committee to regulate administrative procedures and processes, instead of assigning it to the Provincial People's Council as it is now.

Regarding the regulations on the use of the State budget in cases where the owner of a production development project is assigned to purchase goods for production development activities, the draft resolution stipulates that "the owner of a production development project assigned to purchase goods from the State budget support fund is entitled to decide on the method of purchasing goods".
Delegate Thai Thi An Chung expressed concern about the content of the decision on “goods procurement method” or “goods procurement form” because in fact, the recently passed Law on Bidding (amended) states that “goods procurement form” is different from “goods procurement method”. Therefore, the delegate from Nghe An proposed to study and amend it to “goods procurement method”.
In addition, the opinions of the Nghe An delegation also mentioned many other contents. In particular, delegate Pham Phu Binh - Standing member of the National Assembly's Foreign Affairs Committee, delegate of the Nghe An delegation expressed the opinion that it is necessary to have clearer regulations on the management and use of assets formed from production development support projects, ensuring consistency in understanding.

Also at the discussion session, the Nghe An delegation also gave opinions related to supplementing the Medium-term Public Investment Plan of the Central budget for the period 2021-2025 from the general reserve source corresponding to the increased central budget revenue in 2022 for public investment tasks and projects and supplementing the Medium-term Public Investment Plan for Vietnam Electricity Group from the reserve source of the Medium-term Public Investment Plan.
This afternoon, the National Assembly will discuss the above two contents at Dien Hong Hall.
