Continuing the eighth session agenda, on November 4, the National Assembly discussed in the hall the assessment of the results of the implementation of the 2024 socio-economic development plan; the projected 2025 socio-economic development plan; the implementation of the Constitution; the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee; the policy of adjusting the National Land Use Plan for the 2021-2030 period, with a vision to 2050, and the policy of investing additional state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB).

Chairing the discussion session, Vice Chairman of the National Assembly Nguyen Duc Hai asked National Assembly deputies to focus on the contents stated in the Government's submissions, the verification reports of the National Assembly agencies, the discussion suggestions of the verification agencies that have been prepared, focusing on the challenges that need to be overcome, the shortcomings, difficulties, obstacles and solutions to achieve the socio-economic goals and targets in 2024, expected for 2025. Delegates gave their opinions on the implementation of the Constitution, the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee on the results achieved, issues that need attention, concern and solutions to improve the quality and effectiveness of law-making and law-implementation in the coming time...
Speaking at the discussion session, delegate Nguyen Van Huy, Deputy Head of the provincial National Assembly delegation, stated that the economic growth rate of 6.82% in the first 9 months of the year was very impressive, demonstrating the determination and efforts of the entire political system, especially the spirit of overcoming difficulties, solidarity, and unity of the people of the whole country. This spirit was also clearly demonstrated in the work of preventing, combating and overcoming the consequences of storm No. 3 caused last September.
With the spirit of solidarity and mutual love, organizations and individuals have donated over 2,000 billion VND and thousands of tons of supplies and necessities to support people affected by storms and floods. Warm stories of humanity appeared everywhere in the country, national love and compatriotism were strongly aroused in difficult times. The spirit of solidarity, mutual support and helping compatriots in difficult times is a precious traditional morality, a very precious sentiment, but how to provide relief effectively and safely and how to get relief goods to the right people and the right address are still many concerns...
In addition, the delegate said that there is something very condemnable that while good deeds are being spread in the spirit of volunteerism, there are many "bad apples spoiling the barrel", taking advantage of the natural disaster situation to profit and commit fraud. Recently, the Vietnam Fatherland Front Committee announced a statement of donations from September 1 to 10 to ensure transparency in the allocation and use of donations for people affected by storm No. 3. However, after the statement was made public, many individuals were discovered to have taken advantage of the event to edit images, "inflating" the amount of money donated to polish their names. The delegate emphasized that such acts not only violate ethics and the law but also seriously damage the trust of the community. More than ever, the issue of charity, relief, and donations needs to be carried out more carefully and professionally under the regulation of a specialized legal document.
The delegate said that the immediate thing that the people and voters want to do to overcome the above situation is that the Government needs to strengthen the direction of the competent authorities to promptly and strictly handle individuals and organizations that take advantage of the emergency situation for personal gain. The application of strict legal sanctions is not only to deter but also to help strengthen people's trust and maintain fairness in charitable relief activities. In the long term, the delegate recommended that the National Assembly should soon develop and promulgate laws on charitable organizations and activities, because this is an extremely important and practical field of life. Its impacts and results will not only be material contributions and sharing but also the promotion and consolidation of the spirit of solidarity, spreading the good traditional values of humanity of the Vietnamese people.
