Discussing in groups about the draft Law on Cultural Heritage (amended), delegate Tran Thi Thu Dong (National Assembly Delegation of Bac Lieu province) gave her opinion on the policy for artisans (Article 13). The delegate said that there are many shortcomings in the regulations on the policy of recognition and support for artisans working in the field of cultural heritage. The consideration and awarding of titles and support for People's Artisan and Meritorious Artisan in the field of intangible cultural heritage is stipulated in 2 Decrees of the Government and assigned to 2 responsible Ministries (Ministry of Culture - Sports and Tourism for considering and awarding titles in the field of intangible cultural heritage; Ministry of Industry and Trade for considering and awarding titles in the field of handicrafts) but the subjects, criteria for consideration and awarding, process and procedures for consideration and awarding in the 2 Decrees are not clearly defined. The delegate suggested that there should be regulations to overcome shortcomings, ensure consistency and fairness in recognition and support for artisans to promote their talents and contributions. At the same time, agree with the revision of the draft Law in the direction of clearly defining intangible cultural heritage when considering awarding the title of People's Artisan, Meritorious Artisan to artisans, including the intangible cultural heritage type of "traditional handicraft". At the same time, revise and supplement Clause 4, Article 100 of the draft Law to amend and supplement Clause 1, Article 67 of the Law on Emulation and Commendation to clarify the title of "People's Artisan", "Meritorious Artisan" to be awarded to individuals "who have contributed to protecting and promoting the value of intangible cultural heritage". Unify the regulations on considering awarding State honorary titles and policies for artisans to be issued in only 1 Decree to ensure consistency and synchronization.
Also contributing to the draft Law on Cultural Heritage (amended), delegate Tran Thi Hoa Ry (National Assembly Delegation of Bac Lieu province) suggested that the drafting agency consider adding to the provisions on the Purpose of drafting the law the content "Overcoming the gap in development level and cultural life between regions, areas, social strata, especially in ethnic minority areas, mountainous areas, border areas, and islands" to institutionalize the Documents of the 13th National Party Congress as well as supplement the Party's viewpoints on the cultural field for ethnic minorities as a basis for institutionalization into the provisions of the draft Law. In addition, the draft Law also focuses on regulations on the management and protection of cultural heritage by cultural heritage owners, especially the State, the owner of cultural heritage. Meanwhile, although the provisions of the draft Law stipulate “promotion”, how to promote the value of cultural heritage, by what methods and measures, and whose responsibility it is have not been specifically and clearly defined, leading to the provisions being slogans and general. Therefore, it is recommended that the Drafting Committee continue to study in the draft Law to stipulate more specifically and clearly the policy contents as well as the implementation methods related to the management, protection and promotion of the value of the heritage of ethnic minorities in the draft Law. Or there are provisions assigning competent authorities to be responsible for guiding the implementation.
Regarding the draft Law amending and supplementing a number of articles of the Law on Pharmacy, according to delegate Tran Thi Hoa Ry, the Drafting Committee must pay attention to ensuring ethnic policies in the draft Law. Specifically, the current Law has mentioned a number of policies related to ethnic minorities, but they are still very few and unclear. The Drafting Committee needs to continue researching and supplementing in the draft preferential investment policies, drug supply priorities, especially mechanisms and policies to encourage investment in developing medicinal herbs in ethnic minority and mountainous areas. "Special incentives for scientific research activities on developing technology for preparation, production and conservation of rare medicinal herbs in ethnic minority and mountainous areas" - the delegate suggested.
In addition, delegate Hoa Ry also suggested assessing the feasibility and suitability of the State's policies on pharmaceutical industry development, policies on promoting and developing valuable medicines and medicinal plants of ethnic minorities.
