Presenting the Report on the preparation of the 5th Session of the 15th National Assembly, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that, implementing the direction of the National Assembly Standing Committee, the Secretary General of the National Assembly has revised the proposed program of the 5th Session of the 15th National Assembly and sent it to National Assembly deputies for their opinions; sent a document requesting relevant agencies to complete the documents of the 5th Session to send to National Assembly deputies within the prescribed time.
To date, the Secretary General of the National Assembly has received comments from 63 National Assembly delegations and a number of National Assembly deputies; the comments basically agree with the proposed program, and at the same time propose a number of specific issues.
Agree with the program plan
The Government also continued to propose adding some contents to the proposed program of the 5th Session. These are the draft Resolution of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City; the continued allocation of medium-term public investment capital and capital of the Socio-Economic Recovery and Development Program; on reducing value added tax; and adjusting and supplementing the charter capital for the Vietnam Bank for Agriculture and Rural Development.
Notably, the Standing Committee of the National Assembly commented on the three draft laws, including the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the Law on Road Traffic Order and Safety; and the Road Law at the thematic session in April 2023 and found that the basic documents were in compliance with regulations and qualified to be submitted to the National Assembly for consideration and decision to add them to the 2024 Law and Ordinance Development Program and adjust the 2023 Law and Ordinance Development Program.
However, this content is awaiting the Politburo's opinion. Based on the Politburo's opinion, the National Assembly Standing Committee will submit it to the National Assembly for consideration and decision; if the National Assembly agrees to add it to the 2023 Law and Ordinance Development Program (at the 5th Session), the National Assembly Standing Committee will add it to the session agenda for the National Assembly to consider and discuss.
Therefore, the proposed agenda for the session submitted to the National Assembly for approval at the preparatory session does not include these three draft laws.
Increase reporting time of revised Land Law
On the other hand, based on the study of comments, the actual situation, considering the time and method of conducting the session and specific requirements for some contents, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong plans to accept and adjust the order, time and duration of consideration of some contents accordingly.
In particular, increasing the time for presenting the Report on explanation, acceptance and revision of the draft Law on Land (amended); arranging live broadcasting on National Assembly Television of 3 contents on the expected Law and Ordinance Building Program in 2024, adjusting the Law and Ordinance Building Program in 2023; expected National Assembly Supervision Program in 2024; Results of supervision of the settlement of voters' petitions sent to the 3rd and 4th Sessions of the National Assembly...
According to the Secretary General of the National Assembly, the session is arranged into two phases, with the time of the first phase (ending on June 10) set to basically complete the discussion of the contents and the National Assembly agencies and relevant agencies have time to absorb, revise and complete the draft law and draft resolution during the 1-week break between the two phases; at the same time, it also creates conditions for the National Assembly deputies to concurrently handle work in ministries, branches and localities. If the first phase ends on June 3, it will not be possible to complete the discussion of the contents submitted to the National Assembly for approval.
"The National Assembly will convene at the National Assembly House because the epidemic is now well controlled, and at the same time to ensure conditions for conducting meetings on personnel and voting on the contents of the session," said Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong.
Thus, the total working time of the National Assembly is expected to be 22 days; opening on May 22, 2023 and expected to close on June 23, 2023. The National Assembly will convene at the National Assembly House.
The session will be held in two phases, with the National Assembly working on two Saturdays in the first phase.
Specifically: Phase 1 is 17 days: From May 22 to June 10, 2023; Phase 2 is 5 days: From June 19 to June 23, 2023.
In case the three drafts, namely the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the Law on Road Traffic Order and Safety; and the Road Law, are submitted to the National Assembly, the duration of the 5th Session will be extended.
Closing of the 23rd Session of the National Assembly Standing Committee The 23rd session of the National Assembly Standing Committee also closed on the same day. Concluding the session, National Assembly Chairman Vuong Dinh Hue stated that after 4.5 days of work, the National Assembly Standing Committee not only completed the 17 planned contents but also resolved 2 additional contents. Each content has specific conclusions, and requested the Secretary General of the National Assembly to review and soon issue a notice of the conclusions of the National Assembly Standing Committee. To date, the National Assembly Standing Committee has basically commented on the contents expected to be submitted to the National Assembly at the 5th Session of the 15th National Assembly. In addition, there are still some contents that need to continue to complete the dossier, for official examination. Therefore, it is recommended that the Nationalities Council and the National Assembly's committees review and officially examine the contents, ensuring the completion of the dossier and documents to be sent to the National Assembly deputies. The National Assembly Chairman suggested that immediately after this session, the Secretary General of the National Assembly review and issue a written notice of any delayed work and clearly state the deadline for assigning work to relevant agencies, both the submitting agency and the verifying agency. The National Assembly Chairman made clear the principle of not considering or including in the session agenda contents that are past the deadline or do not meet the conditions to ensure disciplinary implementation of legal provisions. |
