National Assembly approves additional 55,000 billion VND for basic salary increase

DNVN - On the afternoon of November 30, at the closing session of the 8th Session of the 15th National Assembly, with 100% of National Assembly deputies participating in the vote, the National Assembly passed a Resolution on supplementing the State budget expenditure estimate for 2024 to increase the basic salary.

According to the Resolution, the National Assembly approved the addition of VND55,000 billion from the central budget's salary reform accumulation fund to the 2024 state budget revenue estimate, and at the same time allocated accordingly to the budget expenditure estimate. Of which, a portion of this amount will be used to reform salaries for the Ministry of National Defense and the Ministry of Public Security, as proposed in the Government's Submission No. 54.

The National Assembly voted to pass the Resolution of the 8th Session, 15th National Assembly.

The remaining budget after being supplemented for the Ministry of National Defense and the Ministry of Public Security, together with VND 2,980 billion decided in Resolution No. 105/2023/QH15, will be allocated by the Government to ministries, central and local agencies to carry out salary reform tasks.

The National Assembly requests the Government to urgently organize the allocation and implementation of this spending task, ensuring compliance with legal regulations, efficiency and conformity with State budget targets.

Previously, on November 13, the National Assembly passed a Resolution on the State Budget Estimate for 2025 with a decision to temporarily not increase the basic salary in the public sector, pensions and social allowances. However, ministries, sectors and localities are still required to continue implementing solutions to create sources for salary reform, including excluding some revenue items when calculating the increase in local budget revenue to focus resources on this goal.

However, the Resolution allows from July 1, 2024, the scope of using the accumulated resources for salary reform of the Central budget to adjust pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious people and streamlining the payroll.

The addition of VND55,000 billion this time is an important step in improving salary policy, meeting the urgent needs of cadres, civil servants and public employees. At the same time, this move also demonstrates the commitment of the National Assembly and the Government to reform and improve the quality of life for workers in the public sector, contributing to promoting sustainable socio-economic development.
