Speaking at the opening of the conference, Vice Chairman of the National Assembly Tran Thanh Man emphasized: The National Assembly's supervisory activities have been strengthened and innovated, becoming increasingly flexible, sensitive and close to reality, promptly issuing many important decisions of the country.
The Standing Vice Chairman of the National Assembly stated that in 2023, with a high sense of responsibility, effort and determination, the National Assembly completed a huge amount of work; this can be clearly seen in the 10 typical issues and events of the Vietnamese National Assembly in 2023 that the National Assembly Office organized a vote for at the end of 2023.
This is the first time in its 78-year history that the Vietnamese National Assembly has held the largest number of sessions in one year, with 5 sessions; including 3 extraordinary sessions to promptly consider and decide on 84 major and important issues, meeting urgent practical requirements, contributing significantly to stabilizing and developing the country, promoting international integration, creating a premise to promote the implementation of tasks in 2024 and the following years.
The Standing Vice Chairman of the National Assembly affirmed that these results were achieved thanks to the active contributions of the National Assembly delegations of provinces and cities, the close coordination of the Ethnic Council, the National Assembly committees, the National Assembly Office, and agencies under the National Assembly Standing Committee; especially the active and central role of the National Assembly deputies, regardless of their positions, who are dedicated, responsible, diligent, courageous, and worthy of the trust of voters and people.
The Standing Vice Chairman of the National Assembly also stated that 2024 is a very important year in successfully implementing the Resolution of the 13th National Party Congress and the Resolution of the Party Congresses of provinces and cities; continuing to implement Resolution 27-NQ/TW of the Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period; at the same time, starting to deploy preparations for Party Congresses at all levels, towards the 14th National Party Congress; preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

In addition to the results achieved, the Report also frankly pointed out that in the legislative work, some delegations were slow in collecting opinions from specialized agencies, some delegations sent documents to relevant agencies to ask for opinions, did not organize conferences to discuss and contribute opinions to the draft law, some National Assembly deputies did not spend much time studying reports and documents, so the quality of opinions contributed to the legal document was not high.
Recently, some delegations have not organized and established monitoring delegations according to their own plans, but only established monitoring delegations according to the annual monitoring plans of the National Assembly Standing Committee and National Assembly agencies when they come to monitor in localities and monitor through reports. Survey work is still limited, monitoring and urging the handling of complaints, denunciations and recommendations from citizens in some places is still slow.

Reporting at the Conference, Secretary General of the National Assembly Bui Van Cuong said: Regarding supervision work, in 2023, the Secretary General of the National Assembly coordinated, synthesized the supervision results and proposed content to be included in the Supervision Program with 86 issues in 10 fields of 62/63 National Assembly delegations to develop a draft Supervision Program of the National Assembly and the National Assembly Standing Committee in 2024 to submit to the National Assembly and the National Assembly Standing Committee for promulgation.
This is an important basis to ensure that the contents of the National Assembly's and the National Assembly Standing Committee's Supervision Program always closely follow reality, are appropriate and in accordance with legal regulations; the contents selected in thematic supervision and questioning activities are always "correct", "on point" issues, and urgent issues arising in socio-economic life.
