In the morning , National Assembly deputies held a plenary session in the hall to listen to the Presentation and Report on the examination of the draft Law amending and supplementing a number of articles of the Law on People's Public Security;
Submission and Report on the review of the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam;
Report on the proposed National Assembly's Supervisory Program for 2024. The National Assembly then discussed the proposed National Assembly's Supervisory Program for 2024.
The session will be broadcast live on Vietnam National Assembly Television.
In the afternoon , National Assembly deputies discussed in groups the draft Law amending and supplementing a number of articles of the Law on People's Public Security; the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
According to the Draft Law on amending and supplementing a number of articles of the Law on the People's Public Security , the purpose of building the draft Law is to institutionalize the guiding viewpoint: "Building a revolutionary, disciplined, elite, and gradually modern People's Public Security, with some forces advancing straight to modernity, creating a solid foundation to strive by 2030 to build a revolutionary, disciplined, elite, and modern People's Public Security" in the Resolution of the 13th National Congress of the Party; ensuring that the People's Public Security force is under the direct and comprehensive leadership in all aspects of the Party, the command of the President, the management of the Government, the direct command and management of the Minister of Public Security, relying on the People and subject to the supervision of the People.
The draft Law consists of 2 articles on amending and supplementing a number of articles of the Law on the People's Public Security and its effective date. Regarding the basic content of the draft Law, Clause 4, Article 22 is amended and supplemented in the direction of: Stipulating that a People's Public Security officer who is considered for promotion from Colonel to Major General must have at least 3 years of service remaining. In case of less than 3 years of service, the President will decide.
At the same time, add Clause 1, Article 23 in the direction: The Government shall specify the criteria and standards for early promotion to the rank of General for People's Public Security officers with outstanding achievements in combat and work. This content addition aims to specifically determine the criteria and standards for outstanding achievements in combat and work as a basis for proposing the President to consider and decide on early promotion to the rank of General.
The draft Law also adds specific regulations on 6 positions with the highest rank of General in the People's Public Security; adds regulations and increases the maximum service age of public security workers; and assigns the Government to regulate the regime and policies for public security workers.
At the 23rd session on May 13, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam .
At the meeting, Minister of Public Security To Lam said that, implementing the Resolutions of the Central Executive Committee, the Politburo, the Government, and the Prime Minister, many Resolutions and Decisions have been issued to continue reforming administrative procedures in the direction of determining that administrative reform must be carried out in a drastic, synchronous and effective manner; reviewing, cutting down, simplifying business conditions, dossier components and optimizing the process of handling administrative procedures on the basis of strong application of information technology; promoting the implementation of administrative procedures in the electronic environment so that people and businesses can perform services anytime, anywhere, on different means.
At the same time, the Prime Minister issued a decision approving the "National Digital Transformation Program to 2025, with a vision to 2030"; in which, one of the tasks and solutions for institutional creation is to review, propose amendments and supplements to the system of legal documents in specialized fields to meet the requirements of adjusting new relationships arising in the digital transformation process, encouraging innovation and creativity.
According to the Minister of Public Security, the draft law is designed to contribute to simplifying procedures, promoting the implementation of administrative procedures in the electronic environment, continuing to create favorable conditions for Vietnamese citizens in issuing immigration documents and foreigners entering, exiting, transiting and residing in Vietnam; contributing to socio-economic development; protecting national security and ensuring social order and safety.
Complete the legal basis, ensure consistency, unity and improve the effectiveness of state management of entry, exit, transit and residence of foreigners in Vietnam, contribute to making tourism a key economic sector, create conditions for investors to explore the market and invest.
Commenting on this draft law, Chairman of the National Defense and Security Committee Le Tan Toi basically agreed on the necessity of amending and supplementing the Law with political, legal and practical bases as stated in the Submission, and highly appreciated the Government for promptly completing the draft Law dossier, following the procedures prescribed by the Law on Promulgation of Legal Documents, the documents in the dossier are basically complete, many documents are carefully prepared, detailed, of good quality; qualified to report to the National Assembly Standing Committee and submit to the National Assembly.
