It is expected that in the morning, National Assembly deputies will listen to the Presentation and Verification Report on the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
The National Assembly also listened to the Report on explanation, acceptance and revision of the draft Law on Protection of Consumer Rights (amended).
The National Assembly then discussed a number of controversial contents of the draft Law on Consumer Rights Protection (amended).
In the afternoon, National Assembly deputies listened to the Presentation and Verification Report on the draft Law on Management and Protection of National Defense Works and Military Zones.
Afterwards, the National Assembly discussed in the hall the results of the supervision of the settlement of voters' petitions sent to the 4th Session of the 15th National Assembly.
The working day was broadcast live on Vietnam National Assembly Television.
On the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
Recently, the Politburo issued Resolution No. 31-NQ/TW dated December 30, 2022 on the development direction of Ho Chi Minh City to 2030, with a vision to 2045, identifying Ho Chi Minh City as having a particularly important position and role in the Southeast region and the whole country, with a target to 2030.
Resolution No. 81/2023/QH15 dated January 9, 2023 of the National Assembly on the National Master Plan for the 2021-2030 period, with a vision to 2050, has determined: "Building and developing Ho Chi Minh City into a dynamic, creative, leading urban area and creating spillover effects, linking urban areas; competitive enough, integrating regionally and internationally, playing an important role in the urban network of Southeast Asia and Asia";
“Ho Chi Minh City is the core urban area, the development center of the entire region; rapidly shifting to high-quality services, becoming a competitive international financial center in the region; leading in high-tech industry, science, technology, innovation…”.
At the working session of the National Assembly Party Delegation with the Standing Committee of the Ho Chi Minh City Party Committee on the morning of May 7, delegates said that many contents of the implementation of Resolution No. 54/2017/QH14 were still behind schedule and not very effective.
To achieve the goals set out in the above Resolutions, a new Resolution of the National Assembly is required to replace Resolution No. 54/2017/QH14 to create conditions for the City to unleash resources, create momentum for development, and maximize the potential and strengths of the City to be commensurate with its leading position in the socio-economic development of the Southeast region and the whole country.
Regarding the Draft Law on Consumer Rights Protection (amended) submitted by the Government to the National Assembly for first comments at the 4th Session, 15th National Assembly, including 7 Chapters and 80 Articles.
The Draft Law is amended and supplemented on the basis of inheriting the basic provisions of the current Law on Consumer Rights Protection; ensuring compatibility and consistency with the current legal system, international treaties to which Vietnam is a member and closely following the 7 Policies approved by the Government in Resolution No. 48/NQ-CP dated May 6, 2021.
Currently, the draft law is in the process of being reviewed by the presiding agency in coordination with the drafting agency and relevant agencies to help the National Assembly Standing Committee absorb, revise and perfect it to ensure its strictness and feasibility before submitting it to the 15th National Assembly for consideration and approval at this 5th Session.
Reporting on the results of monitoring the settlement of voters' petitions sent to the 4th Session of the 15th National Assembly at the opening session of the 5th Session of the 15th National Assembly, Head of the Petition Committee Duong Thanh Binh stated that up to now, 99.8% of petitions have been settled and responded to voters. At the same time, he requested the Government to direct ministries and branches to review and settle petitions that are in the process of being settled, ensuring the right roadmap.
In addition to the achieved results, Head of the Petition Committee Duong Thanh Binh pointed out a number of limitations. Accordingly, the collection and synthesis of voters' petitions sent to the National Assembly have not been ensured within the time limit prescribed by law.
These are also the contents that National Assembly delegates will discuss on the afternoon of May 26.
