The national target program on drug prevention and control with a total capital of over 22,000 billion VND, implemented from 2025 to the end of 2030.
On the afternoon of November 27, with 453/456 National Assembly deputies participating in the vote, the National Assembly passed the Resolution on investment policy for the National Target Program on Drug Prevention and Control until 2030. The program implementation period is from 2025 to the end of 2030.
The National Assembly resolved to budget the program with a total capital of 22,450 billion VND, of which the central budget capital is at least more than 17,700 billion VND and the local budget capital is 4,600 billion VND.
The program sets a target of striving to have at least 50% of communes, wards and towns nationwide free of drugs by 2030. Strive to have 100% of complex drug hotspots, risk points, drug retailers and 100% of areas illegally growing plants containing narcotics detected and destroyed.
Every year, the number of drug crimes detected and arrested in border areas by road, sea, air, and express delivery increases by over 3%; the number of transnational organized drug crimes detected and arrested increases by over 3%; the number of crimes taking advantage of cyberspace detected and destroyed increases by over 5%.
Every two years, the Government reports to the National Assembly on the results of program implementation; in 2030, it will summarize the program implementation and at the same time study and propose the program for the next phase.
Before the National Assembly passed the program, some delegates said that the capital to implement the program was limited and that it was necessary to increase the total capital and have a timely capital supplement roadmap; and proposed to increase the social mobilization source.
In response to the opinions of the delegates, the National Assembly Standing Committee directed the review and revision of regulations on funding for program implementation and principles for allocating central budget capital to support program implementation.
Specifically, for localities that balance their budgets, they must ensure funding to implement the program from the local budget; the central budget supports localities that have not balanced their budgets and are receiving support from the central budget to implement the program. Priority is given to central budget support for drug prevention and control in key areas, areas with complex drug problems, areas with difficult socio-economic conditions, ethnic minority and mountainous areas, localities that have not balanced their budgets, and urgent tasks of the program that meet practical requirements.
