National Assembly prepares carefully for vote of confidence

One of the important contents at the 5th Session is the National Assembly's consideration and approval of the draft Resolution on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly or People's Council (amended) according to the simplified procedures to replace Resolution No. 85/2014/QH13 dated November 28, 2014.

The National Assembly Standing Committee will present the draft to the National Assembly in the working session tomorrow afternoon (May 30) before National Assembly deputies discuss it in groups. This content will be discussed in the hall on the afternoon of June 9 and considered for voting on the afternoon of June 23.

“The National Assembly is studying and revising Resolution 85 to have early, remote, thorough and close preparation for the vote of confidence at the National Assembly and People's Councils,” National Assembly delegate Trinh Xuan An (Dong Nai delegation) - full-time member of the National Assembly's Committee on National Defense and Security emphasized, and also informed that the draft was prepared by the Delegation Work Committee to submit to the National Assembly Standing Committee for comments with specific conclusions to continue perfecting the regulations.

The drafting of this resolution aims to promptly institutionalize Regulation No. 96-QD/TW dated February 2, 2023 of the Politburo on taking a vote of confidence for leadership and management positions and titles in the political system and Resolution No. 27-NQ/TW dated November 9, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period; ensuring the consistency of the legal system in the context that in recent years the National Assembly has amended and supplemented a number of laws related to taking a vote of confidence and voting for confidence at the National Assembly and People's Councils.

In addition, Resolution No. 85/2014/QH13 dated November 28, 2014 of the National Assembly during the implementation process has also revealed some shortcomings and limitations that need to be promptly overcome. As before, it only regulated the consequences for the person who is voted for and voted for but did not clearly stipulate the implementation period, leading to arbitrariness, lack of uniformity and consistency throughout the country. Or the form for reporting the work results of the person who is voted for is still general and not specific, making it difficult for delegates to assess the level of confidence.

Mr. Trinh Xuan An said that National Assembly delegates highly appreciated Regulation No. 96 of the Politburo with many new points showing the determination and directness of the vote of confidence in evaluating cadres, the effectiveness and efficiency of the state apparatus; creating a spread, especially after the Central Executive Committee voted on the confidence of Politburo members and Secretariat members of the 13th tenure at the recent mid-term conference.

Assessing the submission of the draft resolution to the National Assembly at the 5th Session as a proactive and careful preparation, closely following Regulation 96, Mr. Trinh Xuan An said that taking a vote of confidence at the National Assembly will have a widespread effect, creating a certain mark because it demonstrates the role of the highest State power agency.

From the perspective of a National Assembly delegate - who will represent voters to discuss and pass resolutions as well as directly cast votes to express his opinions, Mr. Trinh Xuan An expressed his concern about the preparation stage so that delegates have full information to evaluate closely, correctly, fully and accurately the subjects of the vote of confidence, avoiding opinions that are considered to be lacking in objectivity and emotion.

“A fair, objective, complete, and comprehensive assessment without anyone falling into the “danger zone” is good. Suppose a position has a lot of “low trust”, it is still an accurate assessment of the National Assembly. With the current working style of the National Assembly, which is fair, objective, and closely following the activities of the positions elected and approved by the National Assembly, good preparation helps to make a complete and accurate assessment,” said Mr. Trinh Xuan An.

Also appreciating the preparations for the vote of confidence, National Assembly delegate Pham Van Hoa - Deputy Head of the National Assembly Delegation of Dong Thap province said that, first of all, it demonstrates the sense of responsibility of the National Assembly towards those elected and approved to hold positions; contributing to assessing the prestige and results of performing assigned duties and tasks.

According to him, if the person being voted for has high credibility, he needs to continue to promote it. If his credibility is not high, he needs to reflect on himself to better perform the assigned tasks.

“Taking a vote of confidence is a factor demonstrating a high sense of responsibility, to lead and manage the country's socio-economic development better and better, and is a very good basis for achieving the goals and targets set for the term,” Mr. Pham Van Hoa emphasized.

This delegate also said that the National Assembly will discuss carefully to perfect the regulation before promulgation. Besides the responsibility of the National Assembly delegate, it is important to have an information channel with a quantitative basis to objectively and accurately evaluate the subjects for the vote of confidence.

According to regulations, the National Assembly and People's Councils organize a vote of confidence once per term at the regular session at the end of the third year of the term. The 15th National Assembly will conduct a vote of confidence for the person holding the position elected or approved by the National Assembly at the 6th session at the end of this year.
