Continuing the 6th Session of the 15th National Assembly, on the morning of November 6, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly held a question and answer session.

National Assembly Chairman Vuong Dinh Hue delivered the opening speech at the question and answer session on the morning of November 6.

In his opening speech, the National Assembly Chairman said that this was the first time during the 15th tenure that the National Assembly had questioned the implementation of resolutions of the 14th National Assembly and from the beginning of the 15th tenure to the end of the 4th Session on thematic supervision and questioning in various fields.

Through supervision, it is more clearly affirmed that the National Assembly always accompanies the entire political system, aiming to find appropriate, practical, effective and feasible solutions to promote the country's rapid and sustainable development.

According to the working program, the question and answer session at the 6th Session will be conducted over 2.5 days, from the morning of November 6-8. The question and answer session will be broadcast live on Vietnam Television, Voice of Vietnam, and National Assembly Television for voters and people nationwide to follow and monitor.

The meeting was also attended by representatives of the Standing Committee of the People's Councils of provinces and centrally run cities.

Speaking at the opening of the question-and-answer session, National Assembly Chairman Vuong Dinh Hue stated that this was the first time in the 15th tenure and the fourth time since the Law on Supervisory Activities of the National Assembly and People's Councils 2015 took effect that the National Assembly questioned members of the Government and heads of sectors on the implementation of resolutions of the 14th National Assembly and from the beginning of the 15th tenure to the end of the 4th Session on thematic supervision and questioning in various fields.

Through this monitoring activity, the National Assembly will grasp the situation, progress and results of the implementation of the National Assembly's resolutions, the implementation of the "promises" and commitments of the Government, Ministers and Heads of sectors.

At the same time, re-supervision, focusing on supervising post-supervision issues, closely following up on supervised and questioned issues, aims to help the Government, Ministers, and Sector Heads have the opportunity to report to the National Assembly, voters, and the People on what has been done, promote a sense of responsibility, and thoroughly and fundamentally resolve the issues raised by the National Assembly.

The National Assembly Chairman also said that although not all promises, commitments, and tasks can be resolved quickly or done immediately, the National Assembly, voters, and people have the right to know about the situation, progress of implementation, and most importantly, what has been promised to the National Assembly, voters, and people; the tasks assigned by the National Assembly must be completed.

At the same time, through re-supervision activities, it will more clearly affirm a National Assembly that always accompanies the entire political system, aiming to find appropriate, practical, effective and feasible solutions to promote the country's rapid and sustainable development.

Questionnaire coverage up to 21 areas

The National Assembly Chairman said that the National Assembly deputies will question the implementation of the agencies related to 10 resolutions of the 14th and 15th National Assembly. The scope of the content is very broad, related to 21 fields, including major and important issues, reflecting all aspects of socio-economic life, which are of great concern to the people and voters, especially in the context that the country is in the process of overcoming the severe consequences of the Covid-19 pandemic.

To improve the quality and effectiveness of questioning, ensuring both comprehensiveness and focus, and convenience for both National Assembly deputies and questioners, the National Assembly Standing Committee has arranged the questioning content into 4 specific groups of fields.

+ General economic field group (questioning for about 150 minutes): includes issues related to the fields of planning and investment, finance, and banking.

+ Sectoral economic group (questioning for about 190 minutes): includes issues related to the fields of industry and trade, agriculture and rural development, transportation, construction, resources and environment.

+ Group of internal affairs and justice (questioning for about 180 minutes): includes issues related to the judiciary; internal affairs; security, order, social safety; inspection; court; prosecution; audit.

+ Cultural and social field group (questioning for about 190 minutes): includes issues related to science and technology; education and training; culture, sports and tourism; health; labor, war invalids and social affairs; information and communication.

Depending on the developments of the questioning session, the time allocated to each group of fields being questioned can be flexibly adjusted, the National Assembly Chairman said.

Regarding the questioning method, the National Assembly will spend reasonable time listening to the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the State Auditor General and the Secretary General of the National Assembly present a summary report on implementation and verification reports on the implementation of the National Assembly's resolutions on thematic supervision and questioning.

After conducting group questions in each field, the Prime Minister will report to clarify some issues and directly answer questions from National Assembly deputies. The National Assembly Chairman will deliver a concluding speech. The National Assembly will consider and pass a Resolution on the questions at the end of the session.

Clarify the implementation of recommendations on issues that have been monitored and questioned.

The National Assembly Chairman said that in the first two years of the 15th tenure, the questioning and answering activities were carried out enthusiastically, democratically, responsibly and frankly with 923 delegates participating in questioning at 04 National Assembly sessions and 04 meetings of the National Assembly Standing Committee.

Thereby, many existing problems, difficulties and pressing issues in the socio-economic situation have been promptly considered and resolved; many important tasks and solutions have been proposed, including timely adjustments to a number of current inappropriate regulations, removal of immediate shortcomings and inadequacies as well as strategic, fundamental and long-term issues, and continued recommendations to improve the legal system and enforcement organization; thanks to that, many fields have had positive changes, contributing to overcoming difficulties and promoting the socio-economic development of the country.

Also through the questioning activities, many Ministers and heads of sectors have the opportunity to transparently explain institutions and policies, more clearly identify shortcomings and limitations in the law enforcement process, and constantly improve the responsibility of leaders in overcoming limitations and shortcomings.

These results continue to affirm that questioning is a particularly effective form of supervision, clearly demonstrating democracy, rule of law, professionalism, publicity, transparency and is a key and central step to improve the effectiveness and efficiency of the National Assembly's operations.

Continuing that success, at this question-and-answer session, the National Assembly Chairman asked National Assembly deputies to promote a constructive and responsible spirit, through practical activities, to clarify to the end the implementation of recommendations on issues that have been supervised and questioned.

If deemed necessary, propose the National Assembly to consider and decide on re-organizing supervision according to Clause 6, Article 16 of the Law on Supervisory Activities of the National Assembly and People's Councils.

For members of the Government, Ministers and Heads of sectors, it is recommended to uphold the sense of responsibility before the National Assembly, voters and people nationwide to clarify the current situation, outstanding results achieved, things that have not been done or have not been done well; clearly point out objective and subjective causes and directions and solutions to continue implementation to create fundamental and substantive changes in each field being questioned.

The National Assembly Chairman expressed his belief that, based on careful and thorough preparation, together with a spirit of focused, determined, dedicated, frank, open-minded work, effective use of time, and strict compliance with the regulations of the National Assembly Session Rules, the mid-term question and answer session of the 15th National Assembly will be a great success, truly effective, substantive, in-depth, highly constructive, meeting the practical requirements and expectations of voters and people nationwide.
