Implementing the annual working program of the World Heritage Committee, within the framework of the 46th session held in New Delhi, India from July 21 to July 31, 2024, the delegation of Quang Ninh province led by Ms. Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee, attended the meeting with representatives of the Ministry of Culture, Sports and Tourism , the Vietnam National Commission for UNESCO, the Permanent Delegation of Vietnam to UNESCO and leaders of the People's Committees of provinces and cities with world heritage sites in Vietnam.

The meeting was attended by 195 member countries, 21 members of the World Heritage Committee, leaders of UNESCO National Commissions of member countries of the World Heritage Convention; advisory bodies IUCN, ICOMOS, ICOROM; experts, scientists , reporters, and the press with over 2,000 international delegates.
On July 21, the grand opening ceremony was held at the Bharat Mandapam Convention Center, New Delhi, in the presence of Indian Prime Minister Narendra Modi and UNESCO Director-General Audrey Azoulay.

The task of the Quang Ninh Provincial Delegation at this meeting is to report on the outstanding efforts of Quang Ninh Province in environmental protection, management, conservation and promotion of the value of the World Natural Heritage of Ha Long Bay, to seek opinions from experts and UNESCO's consulting agencies in developing a dossier to expand the "X" criterion on biodiversity of the World Natural Heritage of Ha Long Bay to propose UNESCO for recognition; to report and seek opinions from experts on the implementation and completion of the criteria for building a learning city to participate in the "global learning city" network run by UNESCO in Quang Ninh Province; to seek support from member countries of the World Heritage Committee for the dossier to nominate the Yen Tu Complex of Monuments and Landscapes to submit to UNESCO for consideration for recognition as a world heritage.

On the first day of attending the meeting, Vice Chairman of the Provincial People's Committee Nguyen Thi Hanh worked with Mr. Lazare Assomo, Director of the UNESCO World Heritage Center. At the meeting, she reported on the province's outstanding efforts in environmental protection, management, protection and promotion of the value of the World Heritage of Ha Long Bay; informed and requested the support of the Director of the World Heritage Center for the nomination dossier of the Yen Tu - Vinh Nghiem - Con Son - Kiep Bac historical relic complex of the three provinces of Quang Ninh - Bac Giang - Hai Duong that has been sent to the World Heritage Center for consideration by UNESCO and inscribed in the List of World Cultural Heritage... The Vice Chairman of the Provincial People's Committee thanked the UNESCO World Heritage Center and Mr. Lazare personally for their good feelings and technical support and advice to Quang Ninh province in the management and protection of the World Heritage of Ha Long Bay; We hope to receive support for the nomination dossier of the Yen Tu - Vinh Nghiem - Con Son - Kiep Bac historical relic and scenic complex of the three provinces of Quang Ninh - Bac Giang - Hai Duong to be recognized as a world heritage, in order to contribute to enriching and preserving the priceless heritage treasure of humanity.
In the following working days, the Quang Ninh delegation will have a working session with the Director of the International Union for Conservation of Nature (IUCN); work with the General Director of the International Council of Monuments and Sites (ICOMOS); contact and seek support from members of the World Heritage Committee for the nomination dossier of the Yen Tu Monuments and Landscape Complex to submit to UNESCO for consideration of recognition as a cultural heritage of humanity.
