Previously, storm No. 3 made landfall directly in Quang Ninh province when the new school year had just started for 1 day, causing extremely heavy damage to people and property. The total damage was estimated at about 24,223 billion VND.

Of these, over 70% of students' families were directly affected by the storm, while the remaining families were mostly indirectly affected, affecting the jobs and income of parents.

Nearly 244,000 children and students in Quang Ninh are exempted from 100% of tuition fees.

The 21st session of the Quang Ninh Provincial People's Council promptly resolved a number of urgent and urgent policies in accordance with simplified procedures to support overcoming the consequences of natural disasters, including a resolution on tuition support for preschool children, primary school students, and continuing education students in the 2024-2025 school year.

At the meeting, the People's Council of Quang Ninh province considered and approved resolutions, including a resolution on a number of measures to support overcoming the consequences of storm Yagi in Quang Ninh province, including: Tuition support for preschool children, primary school students, and continuing education students studying at educational institutions in the province for the 2024-2025 school year at a rate equal to 100% of the tuition fee for the 2023-2024 school year (except for those who have enjoyed the province's tuition support policies).

According to the resolution, all preschool children, primary school students, and students studying in continuing education programs studying at educational institutions in the province (except for primary school students in public schools and those who have enjoyed tuition support policies according to provincial regulations) will be supported with 100% of tuition fees for the 2024-2025 school year according to current regulations.

With this policy, nearly 244,000 preschool children, primary school students, and continuing education students of nearly 165,000 households will receive support (accounting for over 42% of the total number of households in the province), with a total expected support budget of nearly 167.5 billion VND from the provincial budget.

Do not collect multiple payments at once.

In Hai Phong, after storm No. 3, the provincial Department of Education and Training issued a document on strengthening the management of revenues in the education and training sector for the 2024-2025 school year.

Specifically, to avoid pressure on parents in the context of overcoming the consequences and damage caused by storm No. 3, the Department requested the People's Committees of districts to coordinate and direct the facilities under their management and require educational facilities under the Department to strictly implement regulations on publicizing tuition fees and other revenues according to regulations of the Ministry of Education and Training.

In particular, the principal's responsibility in seriously organizing and directly chairing the school's parent-teacher meeting at the beginning of the school year is emphasized to publicly disclose and explain the revenues, especially the service fees to support educational activities according to Resolution No. 08/2023 of the City People's Council and the revenues from extra teaching, extra learning, joint teaching, collection, purchase, etc.

The Department strictly prohibits the use of the name of the parent representative committee of a class or school to collect fees outside the regulations of the Ministry of Education and Training.

In particular, the operating budget of the parent-teacher association must absolutely not be used for purposes such as protecting school facilities, ensuring school security, supervising students' vehicles, cleaning classrooms, cleaning the school, rewarding school administrators, teachers and staff, purchasing machinery, equipment and teaching aids for schools, classes or for school administrators, teachers and staff, supporting management work, organizing teaching and learning and educational activities, repairing, upgrading and constructing new school facilities.

In addition, the Hai Phong Department of Education and Training requires units to review and grasp the situation to promptly support, exempt, and reduce fees for students in difficult circumstances.

Schools and educational institutions in Hai Phong organize to extend and postpone the collection time; do not organize to collect monthly and semester fees at one time, and do not organize to collect multiple fees at the same time.

In Phu Tho, to overcome the consequences of storm No. 3 (Yagi), the Department of Education and Training of Phu Tho province directed educational institutions to extend the collection time and not collect multiple fees at the same time in the context of many families and students facing difficulties and losses caused by storm No. 3.

There are plans to support poor and near-poor students, policy beneficiaries, students in difficult and disadvantaged circumstances, in remote and isolated areas, students from ethnic minority areas, and students and families affected by storm No. 3.

At the same time, ensure that there are enough textbooks, school supplies and other essential conditions, so that no student due to difficult circumstances is unable to go to school.
