On July 26, information from the Ha Long Bay Management Board (Quang Ninh) said that this unit confirmed that there was no such thing as "blocking rivers and banning markets" in Ha Long Bay; at the same time, it has sent a written response to the People's Committee of Quang Ninh province.
Currently, there are about 400 passenger ships operating in Ha Long Bay.
Notably, in the document sent to the People's Committee of Quang Ninh province, this unit affirmed that Ha Long Bay - Lan Ha Bay, is a scenic spot belonging to the administrative boundaries of two separate localities (Quang Ninh and Hai Phong). Therefore, sightseeing activities must comply with the regulations of the authorities, and cannot go wherever you like.
Speaking to Thanh Nien , Mr. Nguyen Trung Hau, representative of the Ha Long Bay Management Board, said that Ha Long Bay is a world natural heritage site that is being exploited and protected. In the sea area of this heritage site, there are special regulations under the management of Quang Ninh province, many central ministries and branches, and UNESCO.
"The number of ships visiting Ha Long Bay is planned and the quality is managed to protect the environment of the world natural heritage. Opening a tour connecting from one point to another must be opened with the approval of the competent authorities. When an incident occurs at sea, who will be responsible if they operate recklessly?", said a representative of the Ha Long Bay Management Board.
Cruise ships on Lan Ha Bay are looking to take passengers to Ha Long Bay but there is currently no route.
According to the representative of Ha Long Bay Management Board, all tourist boats in Ha Long Bay are equipped with modern fire protection systems, camera systems, and positioning systems for monitoring by authorities. Wherever the boats go, authorities can grasp and promptly rescue them if a bad situation occurs.
In addition, all cruise ships in Ha Long depart from specialized ports with modern investment, worth thousands of billions of VND, of international standards. Meanwhile, ships in Lan Ha Bay still have to temporarily anchor at Gia Luan wharf (Cat Hai district, Hai Phong).
In particular, UNESCO and the International Union for Conservation of Nature (IUCN) have recommended limiting the number of tourist boats operating in Ha Long Bay. The Quang Ninh Provincial People's Committee has also issued many related directives such as temporary regulations on the management of tourist boat activities as well as improving the quality and management of boats in Ha Long Bay and Bai Tu Long Bay of the province. In April 2016, there were 533 tourist boats visiting and transporting passengers in Ha Long Bay and Bai Tu Long Bay. By 2023, due to the impact of the Covid-19 epidemic, the number of boats has decreased to 500, of which 400 boats are regularly operating.
Some business owners of tourist boats in Lan Ha Bay are "craving" to bring tourists to Ha Long Bay, but to do this, the two localities of Quang Ninh - Hai Phong must have a consensus and work with the central management agency and UNESCO.
