Accordingly, Quang Ninh province has allocated 1,180 billion VND to overcome the consequences of typhoon Yagi and implement social security. However, up to this point, the disbursement rate of the support package has only reached about 13%.
In particular, the two groups of subjects that suffered heavy damage, the forestry and aquaculture sectors, are also facing difficulties and obstacles in receiving support from storm No. 3. Specifically: Some households have planted forests but have not been assigned forests, do not have land use right certificates, aquaculture households have not been assigned sea areas... so they are not supported according to the Resolutions of the Provincial People's Council.
In addition, the support levels for the forestry and aquaculture sectors are currently applied according to Decree 02/2017/ND-CP of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics. In fact, many forest owners and aquaculture households reflect that the support levels under this Decree are too low.
Standing in front of a nearly 30-hectare acacia forest that had been destroyed, Mr. Trinh Hong Quyet, Tan Dan commune (Ha Long) was heartbroken. More than 70% of Mr. Quyet's acacia forest was about to be harvested, leaving only broken and withered tree trunks. Trying to rebuild the newly planted eucalyptus trees along the stream, the man over 60 years old confided: "Everything is gone, only the bank debt remains. Not only that, the cost of hiring workers is high, while the price of unpeeled acacia is only 750,000 VND/ton, the money from selling acacia is not enough to pay the wages."
Mr. Quyet also said that according to Decree 02/2017/ND-CP of the Government, for damaged acacia forests, the support level is only from 2-4 million VND/ha, while the price of acacia harvested after the storm has decreased, making it difficult to hire workers.
Along with the forestry sector, the recent storm No. 3 also caused serious damage to the aquaculture sector in Quang Ninh, especially to households raising cages at sea. The total estimated damage was up to 3,692 billion VND, with thousands of aquaculture facilities affected, and tens of thousands of tons of fish and mollusks of all kinds lost.
However, many households are currently ineligible to receive support because they do not meet the initial declaration conditions or disaster prevention measures.
At the regular press conference on November 26, Vice Chairman of the People's Council of Quang Ninh province Le Van Anh said that up to now, the province has disbursed 141.3 billion VND, of which 72 billion VND is for tuition support, 38.5 billion VND is for implementing policies to increase support for social protection beneficiaries, 30.7 billion VND is for supporting households with housing difficulties and 17.4 billion VND is for repairing emergency works.
“The disbursement rate is so low because during the implementation process, the People's Committees of localities (district and commune levels) have not thoroughly reviewed, many cases are not in the group of beneficiaries or are not eligible for the policy. For the two groups of subjects that have suffered heavy losses, the forestry and aquaculture sectors, currently applying Decree 02/2017/ND-CP, people have requested to increase the support level, and the province has reported to the Government about this. This is also a difficulty and a concern of the provincial leaders who want to resolve it to support the people.”
Currently, localities in the province are urgently posting the support list and carefully reviewing to ensure payment to the right subjects and on time. However, with the total damage to the agriculture and forestry sector reaching VND 13,888 billion, overcoming the consequences requires a lot of time and effort from the government, functional agencies and local people themselves in ensuring the procedures and conditions for support.
Quang Ninh - where the eye of storm Yagi passed through, caused damage of about 24,876 billion VND; 102,859 houses had their roofs blown off; 254 houses collapsed; 5,008 houses were flooded and eroded; more than 133,000 hectares of forest were damaged, 3,067 aquaculture facilities and 194 fishing boats were damaged.
