Quang Ninh plans to establish 3 special economic zones in Van Don, Co To, Mong Cai - Lang Son Newspaper and Radio and Television

Quang Ninh Provincial Party Committee has just issued Conclusion No. 1207 on the plan to arrange commune-level administrative units in Quang Ninh province.

Accordingly, the Quang Ninh Provincial Party Committee basically agreed on the plan to arrange the province's commune-level administrative units into 51 units, including 27 wards, 21 communes and 3 special zones (Van Don, Co To and Mong Cai).

In case the Central Government approves 2 special economic zones (Van Don, Co To), Quang Ninh will rearrange the commune-level administrative units of the whole province into 54 units, including 30 wards, 22 communes and 2 special economic zones.

Quang Ninh province plans to have 1 of the 3 special economic zones located in Van Don.

Several major cities in Quang Ninh are expected to drastically reorganize commune-level administrative units. Specifically, Ha Long will reduce from 30 units to 11, in which Dong Son and Ky Thuong communes will be merged into Ba Che district; Dong Trieu from 19 units to 5; Uong Bi from 10 units to 3; Cam Pha from 15 to 5; and Mong Cai from 16 administrative units to 3.

In Conclusion No. 1207, the Quang Ninh Provincial Party Committee proposed that the process of completing the Project of not organizing at the district level and rearranging and reorganizing commune-level administrative units must pay attention to factors related to natural conditions, traffic infrastructure, distribution and organization of economic development spaces to maximize the potential and development advantages of each locality.

Agencies shall review and adjust the administrative boundaries of a number of units to overcome historical shortcomings and inadequacies in State management of administrative boundaries and planning.

Quang Ninh Provincial Party Committee also assigned the Standing Committees of the district, town and city Party Committees to focus on leading, directing and urgently completing the Project according to the set roadmap and progress, including: Proactively researching and proposing the name and location of the headquarters of the new commune-level administrative unit, ensuring favorable geographical location, synchronous socio-economic infrastructure, especially the connecting traffic system to serve the people in a timely and best manner.

The proposed names for new commune-level administrative units after the rearrangement must be concise, easy to read, easy to remember, while maintaining a systematic, scientific nature and being consistent with the historical, traditional and cultural factors of the locality. It is possible to consider choosing names in the direction of using district-level administrative unit names for communes in the central area; giving priority to places with a long tradition, historical value or famous for tourism, culture, trade and foreign affairs. In the case of merging many units, it is possible to take the name of the unit that plays the role of political - administrative center.

Quang Ninh Provincial Party Committee requested that the organization of collecting voters' opinions ensure publicity, transparency, and progress, and create high consensus and unity in the community. At the same time, direct the immediate implementation of preparations for the commune-level Party Congress, ensuring that the congress can be held immediately after the two-level local government model officially comes into operation from July 1, 2025.
