Quang Ngai set a target of achieving 100% disbursement of public investment capital by 2024, but so far the province has only achieved 21.6% of the assigned plan. The Chairman of the Quang Ngai Provincial People's Committee directed units to speed up the disbursement of public investment capital.
Why is disbursement slow?
Quang Ngai province's total investment capital plan for 2024 is over VND6,900 billion, of which local budget capital is over VND5,045 billion and central budget is over VND1,857 billion. However, the disbursement results of public investment capital in the first 8 months of the year have not met the set plan.
According to the report of the Department of Planning and Investment of Quang Ngai province, by August 31, 2024, the disbursement rate of public investment capital reached 21.6% of the assigned capital plan, equal to 32.9% of the capital plan imported into Tabmis.
It is estimated that by September 30, 2024, disbursement will reach 31.5% of the assigned capital plan; of which, local budget disbursement will reach about 33.7%, central budget disbursement will reach about 25.7%.
With the above disbursement results, the leaders of Quang Ngai Provincial People's Committee assessed that the province's public investment disbursement in the past 8 months did not meet the capital plan and was lower than the national average.
The reason is that the compensation and site clearance work is currently confusing for localities, and they have not yet determined the specific land price to carry out the compensation, support and resettlement work when the state reclaims land. This greatly affects the progress of compensation and site clearance to hand over the land to the projects.

In addition, land use fee revenue is facing many difficulties and is unlikely to meet the set plan. Currently, Quang Ngai province has only collected VND 287 billion/VND 2,600 billion of the capital plan assigned by the Prime Minister (equal to 9.5% of the plan) and it is expected that by December 31, 2024, this revenue will only reach about 30% of the plan (about VND 780 billion). Therefore, Quang Ngai province will proactively review and use increased budget revenue to handle the shortfall in the planned capital from land use fee revenue.
However, the actual capital that the province can balance for the tasks and projects assigned to the land use revenue plan in 2024 is about 1,510 billion VND/2,600 billion VND; the remaining 1,090 billion VND cannot be balanced. Thus, the allocation of capital plan from land use revenue is too high compared to the actual capacity, greatly affecting the province's disbursement rate.
Another reason for the slow disbursement of public investment capital is that the capacity of some investors does not meet requirements, some units are not resolute and bold in removing obstacles in project implementation...
Speed up disbursement progress
Speaking with the Investment Electronic Newspaper - Baodautu.vn, Director of the Quang Ngai Province Civil and Industrial Construction Investment Project Management Board Vo Thanh Trung affirmed that by the end of 2024, the unit will disburse 100% according to the assigned plan.
By the end of September 2024, the Quang Ngai Provincial Project Management Board for Investment and Construction of Civil and Industrial Works had disbursed a capital plan of more than 399/925 billion VND (reaching 38% of the assigned capital plan).

To disburse 100% of public investment capital, Mr. Trung said that in the coming time, the Management Board will organize a press conference at the construction site to urge and resolve difficulties and problems, to speed up the project implementation progress; focus on speeding up the handover and putting the projects into use.
At the same time, complete the work of preparing the project settlement report and submit it to the competent authority for review and approval in accordance with regulations and disburse 100% of the assigned capital plan in 2024.
In particular, the unit urgently completed compensation and site clearance work to implement the following projects: Upgrading and renovating the Provincial Stadium and building a ring road around the stadium; Provincial Conference and Exhibition Center; Building infrastructure and auxiliary items under the planning of Nghia Ky Solid Waste Treatment Complex, Building the Provincial Inspectorate Office to soon start construction.
Along with that, the Management Board submits to the competent authority for appraisal and approval of the plan for selecting contractors for the second phase of centralized procurement to organize contractor selection, promptly provide equipment to units, and ensure operational needs...
“For projects that have completed site clearance, the Board will speed up the progress of putting the works into use in 2024, and for projects that are facing difficulties, we will carry them out on schedule. In addition, we will coordinate with units and localities to promptly remove obstacles to complete them according to the set plan,” Mr. Trung shared.
Meanwhile, as the unit with the largest capital in Quang Ngai province, the disbursement progress of public investment capital of the Provincial Traffic Construction Investment Project Management Board is slower than planned.
According to the announcement of the Conclusion of the Chairman of the Provincial People's Committee Nguyen Hoang Giang at the meeting to evaluate the latest results of investment capital disbursement, the Chairman of Quang Ngai province said that the capital plan assigned to the Management Board of Investment Projects for Construction of Traffic Works in Quang Ngai province accounts for about 40% of the province's capital plan, therefore, the Management Board's slow disbursement progress will greatly affect the province's overall disbursement progress.
Therefore, the Chairman of Quang Ngai requested this Management Board to focus strongly, have detailed and specific plans and solutions for each project to accelerate the implementation progress and disbursement of the 2024 capital plan. In particular, it is noted that priority must be given to disbursing 100% of the central budget capital plan allocated in 2024.

The Chairman of the People's Committee of Quang Ngai province also requested the Heads of Departments, branches, sectors, Chairmen of People's Committees of districts, towns, cities, and investors to enhance their sense of responsibility, be determined, closely follow, and proactively coordinate with departments, branches, and localities to resolve existing problems and difficulties in the implementation of projects, especially compensation, site clearance, and resettlement.
In addition, regularly inspect the actual site to urge contractors to speed up the construction progress, take advantage of the clean site to start construction; carry out acceptance and prepare payment records as soon as the volume is available.
