Quang Ngai tightens management and training of captains and chief engineers to combat IUU fishing

Quang Ngai is applying many measures at the same time to strictly manage fishing vessels. In addition, the province has opened training courses for captains and engineers so that fishermen can meet the regulations for going out to sea to fish.

Having taken drastic actions over the past years, Quang Ngai is ready to welcome the European Commission (EC) inspection delegation to Vietnam to inspect the work of preventing and combating illegal fishing, scheduled to take place next December.

Accordingly, on the afternoon of November 28, the People's Committee of Quang Ngai City held the opening ceremony of the 2nd class fishing boat captain and chief engineer class for nearly 90 fishermen from coastal communes.

The training took place systematically, lasting 11 days, fishermen were imparted theoretical and practical knowledge, taught by lecturers of the Center for Seafarer Training and Marine Technology Development.

The skills and expertise from basic to advanced that captains and chief engineers must have when operating at sea are equipped. In addition, legal knowledge on Vietnam Sea Law, Maritime Law, Fisheries Law, etc. is also thoroughly equipped.

In addition, steering the ship, observing radar to prevent collisions at sea, using communication equipment, and connecting with authorities in all situations are carefully instructed. From there, fishermen can respond to incidents while fishing, connect to report incidents immediately...

Mr. Nguyen Lam, Vice Chairman of Quang Ngai City People's Committee, informed that the locality has 1,700 fishing vessels. Training captains and chief engineers of class 2 fishing vessels for fishermen is very necessary, in addition to meeting the requirements according to regulations, it also improves the knowledge and skills of fishermen. When operating at sea, they must comply with the law, respond to and handle when the vessel breaks down or encounters an accident while operating.

"Through the training course, fishermen will also understand and not violate legal regulations when participating in fishing activities at sea, especially violations against illegal, unreported and unregulated fishing (IUU), helping fishermen feel secure in going offshore and developing the economy," said Mr. Lam.

Tighten management, ready to welcome EC inspection delegation

Over the past years, Quang Ngai has focused all its resources on combating illegal fishing. These efforts have yielded positive results, and fishermen's fishing at sea has gradually become more organized.

According to statistics, Quang Ngai has the most powerful fleet in the country, with 4,700 fishing vessels, of which 3,066 are 15m or longer, continuously operating offshore. With the tightening of management, up to now, 99.8% of fishing vessels 15m or longer have installed voyage monitoring devices. The remaining small number are being managed, monitored, and banned from going to sea.

Not only managing within the province, Quang Ngai also sends information to other provinces to monitor and handle these "non-standard" fishing vessels. More than 2.8 billion VND in handling of fishing vessels violating regulations since the beginning of the year shows the "iron order" of the province, not being lenient with vessels that do not practice properly and sufficiently.

The Quang Ngai Province Fisheries Department has assigned staff to monitor the fishing vessel monitoring system 24/7, and immediately send out warning signals when vessels exceed permitted boundaries. Any fishing vessel that is "missing" for more than 10 days at sea will be immediately dealt with by local authorities and border guards when the vessel docks at port.

Mr. Tran Phuoc Hien - Vice Chairman of Quang Ngai Provincial People's Committee - requested: "Functional forces regularly monitor and give early warnings. Violations must be punished."

With continuous efforts, Quang Ngai is ready to welcome the EC inspection delegation to Vietnam this December to inspect the work of preventing and combating illegal, unreported and unregulated fishing.

The Department of Agriculture and Rural Development of Quang Ngai province said the EC inspection team will focus on examining legal mechanisms, directing operations, managing fleets, monitoring fleet operations, tracing the origin of exploited aquatic products and enforcing the law.

The biggest problem at present is the fleet of "3 no" vessels and inactive vessels that are still on the management list. To solve this problem, the Department of Agriculture and Rural Development has issued a document requesting the People's Committees of coastal communes and wards to continue to review and grasp the data of "3 no" fishing vessels (unregistered, uninspected, unlicensed), thereby classifying problems and resolving them. For inactive vessels, localities need to compile a list and send it to the Department of Fisheries of Quang Ngai province, requesting that their names be removed from the management system.

Mr. Tran Phuoc Hien suggested that from now until the end of 2024, Quang Ngai must make efforts to prevent fishing boats and fishermen of the province from illegally exploiting seafood in foreign waters from being arrested.
