Quang Ngai revives series of key infrastructure projects, determined to disburse all 6,200 billion

Many transport infrastructure projects are behind schedule due to land acquisition problems.

On July 2, at the press conference for the second quarter of 2024, the People's Committee of Quang Ngai province said that the province is implementing many large-scale public investment projects with investment capital ranging from several hundred billion to several thousand billion VND per project. However, recently, many projects have encountered difficulties and have temporarily suspended construction due to many obstacles.

Among the projects that are being implemented but are "deadlocked", we must mention the Hoang Sa - Doc Soi road project (VND 3,500 billion); Dung Quat - Sa Huynh coastal road (VND 2,000 billion); Thach Bich - Tinh Phong road (VND 700 billion); Tra Khuc 3 bridge (VND 850 billion); Tra Khuc river downstream dam (VND 1,500 billion)...

Most of these projects have completed about half of their output, but in the final stage, there are problems with the site, leading to slow construction and some projects having to temporarily stop construction for a long time.

Mr. Ngo Van Dung, Director of the Quang Ngai Traffic Construction Investment Project Management Board, said that the progress of public investment projects, especially traffic projects, has been largely behind schedule for many years.

The reason is the problem in compensation, site clearance, and resettlement support. In particular, the slow compensation and site clearance process is due to the slowness of localities in determining specific land prices. This leads to the slow submission of compensation plans for approval.

"If we want the projects to progress quickly, we need a compensation mechanism, from which we can approve a plan to pay people. When the land is clear, we can start construction and work out the volume to disburse the money. However, this vicious circle has not been resolved yet, leading to everything being slow," said Mr. Dung.

Thach Bich - Tinh Phong road project is in disarray due to land acquisition problems.

Citing this, Mr. Dung pointed out that the Thach Bich - Tinh Phong road project, according to the plan, must be completed in 2024, but up to now, the site is still stuck, the construction work is interrupted, so the overall progress is slow.

Most of the problems are related to land and houses on land. Currently, these households have not been allocated resettlement land so the land cannot be cleared.

To remove bottlenecks in site clearance and speed up project progress, Mr. Dung said that in the coming time, he will coordinate with localities and departments to focus on compensation and site clearance for projects to ensure construction, speed up progress, and contribute to the disbursement of public investment capital.

To clarify the situation of delayed public investment projects, Vice Chairman in charge of Quang Ngai Provincial People's Committee Tran Hoang Tuan said that the provincial leaders are very concerned about the construction and disbursement of public investment capital for the projects. However, since the beginning of the year, the projects have all encountered bottlenecks for many reasons. Among them, there has been a change in the leadership of the apparatus.

At the same time, the new Land Law has changed, the Government's decree has just been supplemented, along with many new legal documents issued related to compensation, site clearance, rice land conversion... from which the relevant agencies of the province must temporarily stop implementing the projects being invested in to redo the documents appropriately.

Many regulations on compensation and site clearance mechanisms have changed, greatly affecting the site clearance work of key projects in Quang Ngai province.

"For example, localities have already built specific land price lists for compensation, but new regulations on compensation mechanisms from the Central Government have had to stop to create a new process. The fastest way to do it would take 75 days, requiring a land valuation consultancy unit, but currently in Quang Ngai there is no consultancy unit, leading to difficulties.

Compensation and site clearance work is a difficult and complicated issue, especially since land management in localities in the past has not been strict, so it is limited in determining the origin of the land, thereby causing projects to be delayed," said Mr. Tuan.

Determined to overcome difficulties and disburse all 6,200 billion VND in public investment

It is known that in 2024, Quang Ngai province's public investment capital is 6,200 billion VND. Of which, local budget capital is more than 4,900 billion VND, central budget capital is more than 1,200 billion VND.

Most of the above capital is allocated to a group of 8 key projects invested by the province. However, the current situation of large projects is raising many questions about construction progress and capital disbursement.

Hoang Sa - Doc Soi road project has been restarted.

The leader of the Quang Ngai Traffic Construction Investment Project Management Board said that after many efforts, many large-scale projects with the investor unit have been revived. The construction site was bustling with the sounds of mechanical equipment and workers.

Previously, to remove difficulties and obstacles for projects, Quang Ngai Provincial Party Committee established Steering Committees for key projects and developed plans for project implementation including time, progress, and responsibilities of each project and individual. Since then, periodic monitoring and timely instructions have contributed to helping projects restart.

Vice Chairman of Quang Ngai Provincial People's Committee Tran Hoang Tuan admitted that the projects are behind schedule due to both subjective and objective reasons. However, the Provincial People's Committee and related units are making efforts and committed to completing the set goals.

"Basically, public investment capital has been allocated for projects that will be disbursed according to plan with the spirit that 100% will be disbursed by the end of 2024. This is the responsibility of each relevant agency. However, if there is a project that is delayed, the province will adjust capital from the delayed project to the project with volume to ensure disbursement," Mr. Tuan affirmed.

Mr. Tran Hoang Tuan called on the press to accompany the province in the current difficult period to overcome challenges.

The Vice Chairman in charge of the People's Committee of Quang Ngai province called for the projects to be implemented on schedule. The province hopes that the press agencies will accompany and support on the information front to create high consensus among the people and authorities, contributing to the completion of the projects as planned, especially compensation and site clearance work.

According to the People's Committee of Quang Ngai province, in the first 6 months of the year, the socio-economic situation in the province remained stable, with the total provincial product (GRDP) estimated at VND 28,300 billion, up 3.71% over the same period in 2023. Total budget revenue is estimated at VND 14,555 billion, up 15.4% over the same period, equal to 57% of the year's estimate.

By May 31, 721 billion VND was disbursed, and by June 30, it is estimated that about 1,525 billion VND will be disbursed, equal to 24.2% of the assigned capital plan.
