Illegal, unreported and unregulated (IUU) fishing has a significant impact on the sustainable development of the fisheries industry in Quang Ngai.

Mr. Tran Phuoc Hien - Vice Chairman of Quang Ngai Provincial People's Committee - has just issued a document directing the rectification of the issuance of certificates of origin of exploited aquatic products. This work aims to improve the transparency and sustainable development of the aquatic industry.

Review and rectify the issuance of certificates of origin for aquatic products

Accordingly, the People's Committee of Quang Ngai province assigned the Department of Agriculture and Rural Development to take primary responsibility for issuing certificates of origin of exploited aquatic products (SC certificates) and certificates of origin of exploited aquatic products (CC certificates).

Specifically, the Department directed the Provincial Fisheries Sub-Department and the Provincial Fishing Port Management Board to issue SC and CC certificates in accordance with the law and instructions from the Ministry of Agriculture and Rural Development. The goal is to ensure that exploited aquatic products have clear, legal origins and meet requirements.

In addition, the units only issue certificates when the aquatic products are legally exploited, without requiring any additional procedures or documents other than those required by law.

This helps reduce the cumbersome administrative procedures, creating favorable conditions for fishermen and seafood businesses in maintaining production and business activities.

In addition, the Department of Agriculture and Rural Development also consults, reviews and adjusts relevant regulations, creating more favorable conditions for fishermen and businesses. Ensuring requirements for preventing IUU fishing, supporting fishermen and businesses to maintain stable operations.

Another important task set by the Department of Agriculture and Rural Development is to strengthen inspection, supervision and strict handling of violations. The Department will coordinate with functional forces to regularly inspect fishing ports and private fishing wharves to handle fishing vessels that do not enter designated fishing ports to unload aquatic products according to regulations.

Violations will be strictly handled to ensure regulations in fishing activities.

Checking the unloading of seafood at sea

Authorities will proactively coordinate to monitor the transportation of aquatic products at sea, prevent illegal fishing, or support fishing vessels in illegal fishing.

Mr. Tran Phuoc Hien requested the Quang Ngai Provincial Border Guard Command to participate in patrolling and controlling the transportation of aquatic products at sea. Inspect and strictly handle violations related to illegal transportation of aquatic products or support for fishing vessels to illegally exploit at sea.

The People's Committees of Ly Son, Binh Son, Mo Duc districts, Duc Pho town and Quang Ngai city need to proactively review and count private fishing ports and fish landing points in the locality, and strictly manage them according to regulations. This not only helps prevent IUU fishing but also ensures that fishing vessels enter designated fishing ports to unload products.

The Provincial People's Committee requires seafood processing and exporting enterprises to be responsible for implementing regulations on issuing SC and CC certificates. Enterprises must comply with regulations on tracing the origin of seafood, ensuring the establishment and storage of relevant records.

Businesses need to coordinate with authorities and localities in disseminating and supporting fishermen to understand and fully comply with regulations on combating illegal fishing. This not only helps raise public awareness but also creates a sustainable and transparent production environment for the seafood industry.

With these efforts, Quang Ngai has gradually put fisheries exploitation into order, ensuring compliance with legal regulations and sustainable development for the industry.
